ABSTRACT: The aim of this research was to contribute to a better understanding of rice farmer's poverty of Office du Niger (ON) in Mali at village-level. Data were collected through survey with 110 head family farms in the village of Dogofiri. Quantitative data were analyzed using descriptive statistics. Multiple linear regression models were used to analyze the main determinants of poverty. Results indicated that the factors of physical capital and human capital as well as government policy have a significant influence on the poverty of family farms through production, age, family size, education and health support, agricultural credit and water fees. Policies aimed to improve the family farm's income and boosting rice production to alleviate poverty ought to be based on these factors.

Land consolidation is essential in China for improving land use efficiency and supporting rural public space governance. Previously, the implementation of land consolidation projects (LCPs) had been mainly led by governments in China. In recent years, the Chinese government vigorously promoted land consolidation, and land consolidation in the corporation-leading mode (CLM) has emerged. This study focused on investigating the performance of CLM projects and the difference in performance levels between the CLM projects and the government-leading mode (GLM) projects. Based on the improved extensible matter–element model, the performance levels of 14 LCPs in GLM and CLM of Jianghan Plain, Hubei Province and related impact factors were analyzed. A set of evaluation indices was selected based on the "process-based thinking and logic". Results showed that: (1) performance levels of the 14 LCPs are different, most of the projects in the GLM have ordinary or poor performance, while most of the projects in the CLM have excellent or good performance; (2) factors affecting the performance levels of LCPs are also different in the two modes. The main influencing factors in the CLM were the poor access to field roads, insufficient shelterbelt planting, and low land reclamation efficiency, while the insufficient shelterbelt planting, low annual output value of farmland and grain production capacity, low increase rate of agricultural labor production, and low land reclamation efficiency were the main influencing factors in the GLM; (3) comparative analysis of the two modes revealed that LCPs in the CLM have clear investment directions, high output benefits, and obvious advantages in the development of modern agriculture when compared with the GLM. To achieve improving the performance levels of LCPs, policy makers should actively innovate the implementation mode of LCPs and encourage all kinds of agricultural corporations to participate in land consolidation.

With the rapid urbanization in recent decades, resource shortage and environmental damage have hindered the process of urban sustainable development (SD). As a yardstick of sustainable development, the evaluation of resources and environment carrying capacity (RECC) and its decoupling relationship with social comprehensive development index (SCDI) are of great significance. In this paper, RECC and SCDI are taken as research objects to establish resource and environment system evaluation index system and social comprehensive development level evaluation index system, respectively. Then, the RECC and SCDI of 17 cities in Hubei province during 2009–2018 are calculated by the projection pursuit model based on genetic algorithm, and their spatial-temporal variance characteristics are analyzed. On this basis, the RECC-SCDI Tapio decoupling model is constructed to explore the decoupling relationship between RECC and SCDI. The result shows that: (1) The RECC of Hubei shows a V-shaped development trend during 2009–2018. The SCDI of Hubei rose steadily during 2009–2018. (2) RECC in western and eastern Hubei Province is higher than that in central Hubei Province. SCDI in eastern and central Hubei Province is higher than that in the west. (3) 11 of the 17 cities in Hubei Province have got rid of excessive dependence on resources environment for social development. The study could contribute to scientific and effective policies be formulated by government to promote urban sustainable development.

Chinese government policy officially identify the Yangtze River Economic Belt (YREB) as one of regional green development strategies firstly in 2014. This strategy can be regarded as quasi-natural experiment, this paper aims to test its impact on regional environmental total factor productivity (TFP). First, slack-based measure model is used to calculate the environmental TFP from 2005 to 2017 at provincial level. Second, based on Chinese official statistics, differences-in-differences (DID) method is applied to construct an evaluation model of policy effect, combining with the kernel matching in propensity score matching (PSM) method. The results show that environmental TFP of YREB has significant spatial differences, with characteristic of high-east and low-west, its average level is 11.69 percentage points higher than the national average. YREB strategy promotes regional economic growth, but it does no effect on the regional environmental TFP yet. Modelling suggests that YREB strategy may play a role in the short term. From the significance of the control variables, infrastructure construction level is positively correlated with environmental TFP, while per capita GDP, financial development and energy consumption intensity have negative effect on environmental TFP. Based on this, policymakers should focus on green development, promoting industrial transformation, and enhancing environmental protection.
