ELIMINATING DIFFERENCES BETWEEN URBAN AND RURAL LIFE BY INTRODUCING INDUSTRIAL PRODUCTION TO AGRICULTURE WAS AN IMPORTANT ASPECT OF MARXISM. NEGLECT OF ORGANIZATION AND THE ECONOMICS OF AGRICULTURE IN COMMUNIST NATIONS LED TO HORIZONTAL INTEGRATION AND MECHANIZATION, INCREASING URBANRURAL DIFFERENCES, SINCE 1970, VERTICAL AS OPPOSED TO HORIZONTAL INTEGRATION HAS BEEN ADVOCATED.

Presented is the first of a three-part study (Parts II & III also appear in this section) on the efforts of the Rumanian government to stem the demographic movement from countryside to city since WWII by means of village renewal & benefits for farmers. Discussed in the present essay are the circumstances surrounding the steady exodus from farm to city, the important role of the 'peripheral zones' of the cities, which, as administrative centers & transition points from farm to city, are growing faster than the cities, & the efforts to transform the demographic structure by creating large central villages & agricultural communities, following Soviet plans of the mid-1960s. This plan calls for the creation of large industrial complexes offering jobs & numerous apartments for workers, central communities which would draw people closer to neighboring Ru areas, & the transformation of central communities of existing Ru cities.
