This thesis shows that while greenhouse gases are a stock pollution that imposes a shadow carbon cost that increases over time, it may be socially desirable to invest now in the deployment of expensive emission-reduction measures. This results solely from taking into account inertia inherent to the accumulation of low-carbon capital, in the absence of any other market imperfection. This thesis also covers the choice of policy instruments that imperfect governments can use to ensure the market implement these investments. Countries have pledged to stabilize global warming at a 1.5 to 2êC increase. Either target requires reaching net zero emissions before the end of the century, which implies a major transformation of the economic system. This paper reviews the literature on how policymakers can design climate policies and their Nationally Determined Contributions (NDCs) to reach zero-net emissions before the end of the century in a socially and politically-acceptable manner. To get the ambition right, policymakers can use sectoral roadmaps with targets and indicators that track progress towards zero emissions (e.g. regarding renewable power or reforestation). Indeed, monitoring economy-wide emissions reductions alone would not ensure that short-term action contributes meaningfully to the long-term decarbonization goal. To get the political economy right, climate policies can be designed so that they contribute to non-climate objectives and create coalitions of supporters. For instance, revenues from carbon taxes can fund social assistance and infrastructure investment, while reducing tax evasion and informality. To minimize social and economic disruptions and avoid stranded assets, policymakers can start with a low carbon price level and use complementary policies. Designed at the sector level, complementary policies such as performance standards or feebates for cars, building norms, or moratoriums on new coal power plants can be negotiated in partnership with local stakeholders and trigger a transition to zero carbon without creating disruptive stranded assets.

This paper investigates the optimal implementation schedule of the measures listed in a Marginal Abatement Cost Curves (MACC). Costs and abating potentials of each measure, provided by a MACC, are completed with a maximum implementation speed. We find that, when coping with a carbon budget, it makes sense to implement some expensive options before exhausting the abating potential of the cheapest options. With abatement targets expressed in terms of emissions at one point in time, e.g.~reducing emissions by 20\% in 2020 and by 75\% in 2050 it can be preferable to start with the most expensive options if their potential is higher and their inertia is great. The best strategy to reach a short-term target depends on whether this target is the ultimate objective or there is a longer-term target. Using just the cheapest options to reach the 2020 target may create a carbon-intensive lock-in and make the 2050 target unreachable. Results suggest that a unique carbon price in all sectors may not be the most efficient approach. Additional sectoral policies, such as the 20\% renewable energy target in Europe, may be part of an efficient mitigation policy.

Coal power and inefficient thermal engines may be phased out by gas power and efficient thermal engines or by renewable power and electric vehicles. We derive the optimal timing and costs of investment in a low- and a zero-carbon technology, under an exogenous ceiling constraint on atmospheric pollution. Producing output from the low-carbon technology requires to extract an exhaustible resource. A general finding is that investment in the expensive zero-carbon technology should always be higher than, and can optimally start before, investment in the cheaper low-carbon technology. We then provide illustrative simulations calibrated with data from the European electricity sector. The optimal investment schedule involves building some gas capacity that will be left unused before it naturally depreciates, a process known as mothballing or early scrapping. Finally, the levelized cost of electricity (LCOE) is a misleading metric to assess investment in new capacities. Optimal LCOEs vary dramatically across technologies.
