The article is devoted to the problems of a very significant number of federal laws adopted by the State Duma of Russia, especially over the past five years, as well as the weak understanding of legislative acts by officials and ordinary citizens related to these issues, which as a result entails practical non-enforcement of laws. Considering lawmaking as a process necessary for the normal functioning of the state, the author analyses, first of all, quantitative indicators for the annual adoption of federal laws, and he also provides examples from individual regulatory legal acts. As a result of the analysis, as well as taking into account more than twenty years of experience in public authorities, the author identified the causes of excessive lawmaking, conditions conducive to the emergence of a large number of laws. A table showing the number of adopted federal laws for the period from 1994 to 2020 is attached to the article. Based on the results of consideration of the above issues, the author formulated conclusions and suggestions.

The article is devoted to a new type of emergency situations — the situation created as a result of the spread of a disease that poses a danger to others. The article considers the norms of Federal laws that regulate issues related to the spread of a new coronavirus infection (COVID-19), analyzes the powers of the Federal Executive body authorized to solve problems in the field of protecting the population and territories from emergencies, and the chief state sanitary doctors who head the Federal Executive body responsible for organizing and implementing Federal state sanitary and epidemiological supervision, and its territorial bodies for the subjects of the Russian Federation. As a result of the analysis, proposals were formulated to amend the Federal laws "On the protection of the population and territories from natural and man-made emergencies" and "On the sanitary and epidemiological welfare of the population", allowing to establish restrictions on the rights and freedoms of individuals and organizations in accordance with the requirements established by the Constitution of the Russian Federation, as well as to provide compensation in return for the restrictions imposed

Alumosilicate materials of different morphologies, such as platy and tubule nanoclays, may serve as an efficient, protective encasing for colored organic substances and nanoparticles. The adsorption of dyes onto the nanoclays increases their stability against thermal, oxidative, and acid–base‐induced decomposition. Natural organic dyes form stable composites with clays, thus allowing for "green" technology in production of industrial nanopigments. In the presence of high‐surface‐area alumosilicate materials, semiconductor nanoparticles known as quantum dots are stabilized against agglomeration during their colloid synthesis, resulting in safe colors. The highly dispersed nanoclays such as tubule halloysite can be employed as biocompatible carriers of quantum dots for the dual labeling of living human cells—both for dark‐field and fluorescence imaging.
