AbstractThe paper presents the analysis of efficiency and energy economics potential applicability of biomethane as an alternative fuel for powering company owned motor vehicles and public transport vehicles produced by the conversion of surplus biogas generated in municipal sewage treatment plants. Biogas produced at municipal wastewater treatment plants in the process of anaerobic fermentation of sewage sludge is a source of renewable energy used for energy generation. Currently in Poland, the most commonly applied management method of biogas produced from sewage sludge involves the production of energy in a cogeneration system. Having in mind the condition of the natural environment, the search for alternative fuels for motor vehicles is underway. One of the types that can be used is biomethane, produced by the conversion of biogas produced in the fermentation process of organic wastes contained in sewage sludge. The biogas purified to contain about 95% of methane can be used in vehicles designed to burn gaseous fuel. In order to implement the conversion process of biogas to biomethane, it is necessary to work out a balance sheet of biogas produced at the sewage treatment plant, to study its chemical composition and to select the optimal technology to obtain high-energy gas fuel that meets required standards. In the course of the biogas conversion process, carbon dioxide is removed, which is regarded here as the so-called energy ballast. The technology used for powering motor vehicles by means of biomethane has been successfully implemented in many countries of the European Union. In view of environmental considerations, the proposed solution is generally supported because biomethane-powered engines have lower levels of emissions harmful to people and the environment.

La presente investigación tiene como objetivo centrarse en la enseñanza integrada de los estudiantes ucranianos que hablan inglés como una inversión futura en el desarrollo del capital humano. El experimento pedagógico de un año de duración se realizó en cinco etapas de enseñanza en las que participaron 120 participantes entre 9 y 10 años. Para medir el progreso de los estudiantes y demostrar la validez del método de enseñanza integrado ofrecido, se realizaron las mediciones previas y posteriores a la prueba de las habilidades de comunicación en inglés de los estudiantes. Los datos fueron procesados por un promedio aritmético, el diagnóstico de conocimiento de Bespalko y la prueba t de Student. La investigación mostró que los estudiantes progresaron en inglés hablado, cultura inglesa, uso simultáneo de medios de comunicación verbales y no verbales y patrones de comportamiento moralmente relevantes.
Introduction. With the development of the economy, the amount of waste increases per capita, the number of packaging materials and the total of goods, the life cycle of which ends in the transformation into waste. Due to the slow development of waste recycling in Ukraine, the problem of their accumulation is aggravated with the increasing impact of waste landfills, which are increasing and becoming an area of increased risk, which leads to a decrease in the welfare of the population and a reduction in labor productivity. Aim and tasks. The goal of this work is to analyze the problem of waste accumulation and find ways to reduce environmental pollution as an effective way to improve the well-being of the population and increase the economic and environmental potential of Ukraine. Results. The article analyzes ways to solve the problem, taking into account the realities and positive experience of developed countries, where waste recycling has become a lucrative business and is based on the secondary use of waste and its return to the life cycle as a commodity. Identified corruption links between business and government, inefficient use of budget funds, slows down the transition to complete waste recycling, and leads to a distortion of the free market system on a competitive basis and the impossibility of foreign investors interested in running a transparent and environmentally friendly business in the field of waste recycling. The structure of the main components of household waste and the distribution of the time of their decomposition are revealed, and a diagram of the negative impact of landfills on the environment and waste management is given. The article discusses the principles of state regulation, which can improve the situation in the field of waste utilization and environmental welfare of the population. Conclusions. An analysis of modern approaches in the field of waste utilization, both liquid and solid, has shown that the main method of waste utilization is recycling as the basis of the general concept of Zerowaste for the countries with a high level of development. In Ukraine, the formation of regulators and tools to overcome the garbage crisis is slow and does not lead to significant changes. It has been substantiated that, on the basis of internalizing external effects and assisting the population in minimizing negative impacts, it is possible to achieve a reduction in overproduction of goods and services with negative external effects. Significant progress in the utilization process is possible only in the case of investment attractiveness of waste recycling business, institutional changes in tax and customs tariff legislation, macroeconomic and financial stabilization in the country. ; Вступ. З розвитком економіки зростає і кількість відходів на душу населення, збільшується кількість пакувальних матеріалів та загалом товарів, цикл життя яких закінчується перетворенням у відходи. У зв'язку з повільним розвитком сфери переробки відходів в Україні, проблема їх накопичення загострюється разом зі збільшенням впливу полігонів відходів, кількість яких зростає та стає територією підвищеного ризику, що призводить до зменшення добробуту населення та зменшення продуктивності праці. Мета і завдання. Метою даної роботи є аналіз проблеми накопичення відходів та пошук методів зменшення забруднення навколишнього середовища, як ефективного способу покращення добробуту населення та підвищення економічного і екологічного потенціалу України. Результати. В статті проаналізовані шляхи вирішення проблеми, враховуючи реалії та позитивний досвід розвинутих країн, де переробка відходів стала прибутковим бізнесом та основана на вторинному використанні відходів. Виявлені корупційні зв'язки між сферами бізнесу та влади, нераціональне використання бюджетних коштів, що стримує процес переходу до повної переробки відходів, та призводить до спотворення вільної ринкової системи на конкурентних засадах і не зацікавленості іноземних інвесторів у ведені бізнесу у сфері переробки відходів. Розкрита структура основних складових побутових відходів та розподіл часу їх розкладання, а також наведено схему негативного впливу полігонів на навколишнє природнє середовище та поводження з відходами. В статті розглядаються принципи державного регулювання, що можуть покращити ситуацію, яка склалась у сфері утилізації відходів та екологічного добробуту населення. Висновки. Аналіз сучасних підходів у сфері утилізації відходів, як рідких так і твердих, показав, що для країн з високим рівнем розвитку основним методом утилізації відходів є рециклінг як основа загальної концепції Zerowaste. В Україні формування регуляторів та інструментів подолання сміттєвої кризи відбувається повільно та не веде до суттєвих зрушень. Обґрунтовано, що на основі інтерналізації зовнішніх ефектів та сприяння населення у мінімізації негативних впливів можливо досягти скорочення перевиробництва товарів і послуг з негативними зовнішніми ефектами. Суттєвий прогрес у процесі утилізації можливий тільки у разі інвестиційної привабливості бізнесу з переробки відходів, інституційних змін у податковому та митно-тарифному законодавстві, макроекономічної і фінансової стабілізації у країні.
Introduction. Market transformations in certain sectors of the national economy require improvement of the practice of applying the legislation and substantiating the changes in the regulatory environment and assessing the effectiveness of its influence to reduce unreasonable costs for all market participants. Therefore, there is a problem of improving state regulation of the economy, as well as the state of application of the regulatory policy mechanism by state authorities. Aim and tasks. The aim of the article is to study trends improving implementation of regulatory policy in the sphere of economic activity on the basis of the institute regulatory impact assessment. Research results. The results of the analysis. The article discloses the need to improve the quality of regulation of economic activity within the institutional obligations of the state in order to facilitate the obtaining of the maximum possible benefits of business entities. This involves minimizing public participation, and most importantly, the evaluation of regulatory instruments that affect the business sector or restrict its competition. The substantiation of the tool for ensuring the quality of regulation of economic activity in a market economy is based on the analysis (evaluation) of regulatory influence. The barriers of economic activity and sources of subjective nature, which are connected with excessive regulatory pressure, are revealed. The correlation of the principles of state regulatory policy and the analysis of regulatory influence in the field of economic activity are carried out. The directions of development of the Institute for the assessment of regulatory influence in the field of competition are proposed in order to ensure sustainable business development: application of a complex of interrelated criteria with the assessment of procedures and implementation of regulatory quality standards; the phased introduction of elements of the analysis of regulatory influence on competition; improvement of the institutional basis for the analysis (assessment) of regulatory influence. The difference between the analysis of regulatory influence on competition as an element of regulatory influence analysis, which serves as a tool of state regulation, is proved and it allows to improve the state policy in the field of development of competition on the basis of substantiating restrictive competition of regulatory norms. Conclusion. The analysis of regulatory influence as part of a systematic approach to the development of the institutional environment serves as an instrument for improving state policy in the field of competition development. The importance of introducing the practice of proving the necessity of interfering with economic processes or institutional constraints provided that market competition is reduced as a component of the regulatory influence analysis is proved. ; Проблема. Ринкові трансформації в окремих галузях національного господарства потребують вдосконалення практики застосування законодавства та обґрунтування зміни регуляторного середовища й оцінки ефективності його впливу для зменшення необґрунтованих витрат для всіх учасників ринку. Тому постає проблема удосконалення державного регулювання економікою, а також стан застосування механізму регуляторної політики органами державної влади. Мета та завдання. Метою статті є обґрунтування напрямів удосконалення реалізації регуляторної політики у сфері господарської діяльності на основі розвитку інституту оцінки регуляторного впливу. Результати. В статті розкрито необхідність підвищення якості регулювання господарської діяльності в межах інституціональних зобов'язань держави для сприяння отримання максимально можливих переваг суб'єктів підприємництва. Проведено обґрунтування інструменту забезпечення якості регулювання господарської діяльності у ринковій економіці на основі аналізу (оцінки) регулятивного впливу. Виявлено бар'єри економічної діяльності та джерела суб'єктивного характеру, що пов'язано із надлишковим регуляторним тиском. Здійснено співвіднесення принципів державної регуляторної політики та аналізу регулятивного впливу у сфері господарської діяльності. Запропоновано етапи імплементації та напрями розвитку інституту оцінки регуляторного впливу в сфері конкуренції з метою забезпечення стійкого підприємницького розвитку: застосування комплексу взаємопов'язаних критеріїв із оцінкою процедур й впровадженням стандартів якості регулювання; поетапне впровадження елементів аналізу регуляторного впливу на конкуренцію; удосконалення інституціональних основ аналізу (оцінки) регуляторного впливу. Доведено відмінність аналізу регуляторного впливу на конкуренцію, як елементу аналізу регуляторного впливу, що виступає інструментарієм державного регулювання та дозволяє удосконалити державну політику у сфері розвитку конкуренції на основі обґрунтування обмежуючих конкуренцію регулюючих норм. Висновки. Аналіз регуляторного впливу як частина системного підходу розвитку інституціонального середовища виступає інструментом вдосконалення державної політики в сфері розвитку конкуренції. Доведено важливість впровадження практики доказу необхідності втручання в економічні процеси чи інституціонального обмеження за умови зниження ринкової конкуренції як складової аналізу регуляторного впливу.
El artículo tiene como objetivo identificar formas de implementación de la tecnología prospectiva como mecanismo innovador, la cual puede brindar cooperación entre las empresas y las autoridades públicas en condiciones de una sociedad digital. La metodología de la investigación es el paradigma sinérgico para el estudio de los procesos de interacción en los campos de la administración económica y pública en condiciones de transición de la sociedad de la información a la digital. La originalidad científica del artículo radica en las posibilidades del uso prospectivo a nivel regional y local en condiciones de transformación de la sociedad de la información. Su importancia práctica es que se han identificado mecanismos y métodos específicos para la implementación de proyectos de prospectiva, que pueden utilizarse a nivel regional.
El artículo analiza el papel de la gestión comunicativa como condición para el desarrollo de la competencia empresarial de futuros especialistas en educación vocacional. Está comprobado que la competencia empresarial de futuros especialistas está asociada con la voluntad de utilizar la gestión comunicativa para resolver problemas profesionales. Esta disposición se manifiesta en la capacidad de los futuros especialistas para utilizar las competencias empresariales adquiridas para resolver tareas. El artículo presenta métodos para el desarrollo de la competencia empresarial de futuros especialistas. El resultado fue la transición de especialistas vocacionales a otro nivel superior de desarrollo de competencias empresariales. El artículo puede ser utilizado por los docentes como una aplicación práctica para el desarrollo de la competencia empresarial de especialistas vocacionales.
Este artículo revela el problema de la seguridad social de las personas desplazados internamente. El alcance de la protección social dirigida a esta categoría de población no es el mismo en diferentes países. Teniendo en cuenta el origen de los autores del artículo, se describen en detalle las cuestiones de protección social de los desplazados internos en Ucrania. Se prestó especial atención a la necesidad de brindar a las personas la oportunidad de ejercer sus derechos y libertades, así como las condiciones adecuadas para la rehabilitación social, que ha surgido ante el estado. Como resultado de la investigación, se proponen formas de fortalecer la seguridad social, aumentar el nivel de protección social y hacerla más efectiva.

The methodology of the research is the synergistic paradigm for the study of interaction processes in the fields of economic and public administration in conditions of transition from the information society to the digital one. The scientific originality of the article lies in the possibilities of the foresight use at regional and local levels in conditions of the transformation of the information society. Its practical significance is that specific mechanisms and methods for the implementation of foresight projects, which can be used at the regional level, have been identified.
Consolidation with European social, economic and environmental programmes in the framework of Ukraine's integration into the European energy space has become extremely important given the growing threats to energy security and should become the basis for greening regional and national innovation systems in the context of decarbonisation, the minimisation of carbon emissions and the transition to alternative energy sources. The comparison of the regions of the country by the level of enterprise innovation and the extrapolation of these results to the share of such enterprises in the total number of industrial entities in the regions helped identify their lack of correlation and emphasised the lack of stable dependence between industrial development and innovation activity. The methodology of the article includes a number of general scientific, special and interdisciplinary methods that allowed the screening of areas for the most favourable economic development, taking into account the synergistic component of regional development and achieving the research goal. The aim of this article is to analyse the innovative component of regional and national economic development for the implementation of decarbonisation and green energy transition in Ukraine, as well as substantiate the world's leading imperatives and national directions for effective integration into relevant European programmes. An analysis of Ukraine's rating status in several international indices of environmental efficiency and innovation activity in the regions showed the lack of correlation between regions of Ukraine, which actualises the search for the most effective drivers of economic development. At the same time, the consolidation of efforts of national stakeholders of innovative development in a country with relevant European institutions, particularly in the direction of greening regional economic systems, will ensure the development of innovative regions and industries, which will in turn be drivers of related territories and industries while ensuring a synergistic effect.
For the Ukrainian population, there are factors surrounding the choices and preferences one must consider when changing permanent residence. Smart residential areas should be built according to Ukrainian legislation and global innovations, which would reduce administrative dislocations, the load on megalopolises, and negative anthropogenic impacts, and should be based on the increase in energy efficiency and reducing waste. We analyzed the core principles of designing smart residential areas and concluded that constructing cutting-edge residential areas should involve private investments in order to avoid shadow schemes and irrational use of funds (in the Ukraine, the share of the shadow market is more than 50%). Research shows that, as humans inhabit a three-dimensional space, it is possible to predict migration and other permanent residence/behavioral responses, the analysis of which allows controlling migration flows and improves the conditions of Ukraine's small residential areas based on decarbonization. We conclude that energy saving systems can reduce consumption in a city by 60% and improve Ukraine's ecosystem. Research also shows that reducing "dislocation", in terms of population density, by creating open, innovative, eco-friendly environments based on green economy principles, can provide innovative development maps and economic, social, and cultural population growth, decreasing the load on big cities/regional economies, and encourage the restoration of sales markets and production after the COVID-19 pandemic. We developed a model to assess the innovativeness of residential areas, apply alternative methods of energy generation, and analyze the impact of the energy production and consumption market in Europe (with recommendations for the Ukraine). This article estimates energy intensity indicators of the gross domestic product in the Ukraine and in Europe, offering methods to decrease energy dependence and increase energy efficiency in the Ukraine, by adopting alternative energy sources (e.g., biohydrogen out of residues, air, and solar energy), and enhancing environmental legislation.
Introduction. The article examines the problems of institutional provision for innovative development of the infocommunications as a component of the sphere of digitalization of Ukraine. The subjects have been singled out and the shortcomings in relation to the institutional provision of the innovative development of the country's infocommunication sphere have been identified. Determining the leading role of the infocommunication sphere in the process of formation and development of innovation infrastructure of the national economy, and on the basis of research of organizational, economic, innovative and legal bases of regulatory activity of the system of state and non-state institutions proposals are made to improve institutional development of infocommunication sphere. Aim and tasks. The purpose of the article is to study the features and problems of institutional provision for innovative development of the infocommunications as a component of the sphere of digitalization of Ukraine and provide suggestions on ways to improve it. Result. An analysis of basic legal acts aimed at regulating scientific, technical and innovative activities of Ukraine is provided. The characteristic features of economic activity in the infocommunication sphere are highlighted and the factors that hinder the innovative development of the digitalization of Ukraine are formed. It is shown that the institutional provision of innovation in Ukraine is represented by an extensive structure, as government regulation should provide solutions to existing problems in the economy and concentrate available resources for the effective implementation of research and innovation. Conceptual bases of creation of innovation and investment hubs in the country are formed, principles of their formation are allocated, among which basic are - concentration, common interests and interaction, and models of their financial and infectious maintenance. Conclusions. Based on the study, the authors proposed in the process of regulating the innovative development of the infocommunication sphere to apply a systematic approach with the definition of methods and mechanisms of state regulation, which should be formed and enshrined in law. The consequence of consistent state provision of the innovation and institutional environment will be the creation of favorable conditions for doing business in the country and the development of creative human potential. ; Вступ. У статті досліджено проблеми інституціонального забезпечення інноваційного розвитку інфокомунікацій як складової сфери діджиталізації України. Виокремлено суб'єкти та визначено недоліки щодо інституціонального забезпечення інноваційного розвитку інфокомунікаційної сфери країни. Визначаючи провідну роль інфокомунікаційної сфери у процесі становлення та ровитку інноваційної інфраструктури національної економіки, та на основі дослідження організаційних, економічних, інноваційних та правових засад регуляторної діяльності системи державних та недержавних інституцій сформовано пропозиції щодо удосконалення інституціонального забезпечення інноваційного розвитку інфокомунікаційної сфери. Мета і завдання. Метою статті є дослідження особливостей і проблем інституціонального забезпечення інноваційного розвитку інфокомунікацій як складової сфери діджиталізації України та надання пропозицій про способи його вдосконалення. Результати. Надано аналіз базових нормативно-правових актів, які спрямовані на регулювання науково-технічної та інноваційної діяльності Україні. Виділено характерні риси економічної діяльності в інфокомунікаційній сфері та сформовано чинники, які заважають інноваціному розвитку діджиталізації в України. Показано, що інституціональне забезпечення інноваційної діяльності в Україні представлено розгалуженою структурою, оскільки державне регулювання повинно забезпечувати вирішення існуючих проблем в економіці та концентрувати наявні ресурси задля ефективної реалізації робіт з наукових досліджень та інноваційних розробок. Сформовано концептуальні основи створення в країні інноваційно-інвестиційних хабів, виділено принципи їх формування, серед яких базовими є - концентрація, спільні інтереси та взаємодія, та моделі їх фінансово-інфестиційного забезпечення. Висновки. На основі проведеного дослідження авторами запропоновано у процесі регулювання нноваційного розвитку інфокомунікаційної сфери застосовувати системний підхід з визначенням методів та механізмів державного регулювання, які мають бути сформовані та законодавчо закріплені. Наслідком послідовної державної підтримки інноваційно-інституційного середовища стане створення сприятливих умов для ведення бізнес у країні та розвитку креативного людського потенціалу.
