Market incentives in the Dutch home care debate: Applying the logics of care method Since the 1990s, politicians and policymakers have emphasized the benefits of market incentives to the Dutch home care sector. During this time, waiting lists and other problems have determined the standing of the sector. In this article, the author presents the logics of care method, with which he explores the underlying logics and dilemmas of the marketization of home care. On the basis of 443 text extracts (selected from Dutch political bodies, employers' organizations, professional organizations, labour unions, health insurers and customer organizations), the author shows that four competing logics of care have manifested themselves in the debate on market incentives: economic, political, familial, and professional logics of care. While some actors point out the conflicts and incompatibilities among the logics, others emphasize their mutual complementarities. The latter is relatively rare, but where the parties do emphasize the mutual complementarity of the logics of care, they also manage to develop policy lines on the basis of which effective solutions to home care problems could be provided. This observation suggests a connection between the debate and actual policy and operational practice. Het debat over marktwerking in de Nederlandse thuiszorg: Toepassing van de zorglogica-methode Sinds de jaren negentig hebben politici en beleidsmakers vaak gehamerd op de voordelen van marktwerking in de Nederlandse thuiszorg. Sinds die tijd ook, roepen wachtlijsten, personeelstekorten en overige problemen negatieve publiciteit over de sector af. In dit artikel presenteert de auteur een methode, waarmee hij de onderliggende logica's en de dilemma's van marktwerking in de thuiszorg onderzoekt. Op basis van 443 documenten (afkomstig van de Nederlandse overheid, politieke partijen, sociale partners, beroepsgroepen, verzekeraars en patiënten- en consumentenorganisaties), toont de auteur aan dat in het debat over marktwerking, vier concurrerende zorglogica's aanwezig zijn: de economische, politieke, familiale, en professionele logica's van zorg. Waar sommige actoren wijzen op de conflicten en tegenstrijdigheden tussen de verschillende logica's, benadrukken andere hun wederzijdse complementariteit. Dit laatste gebeurt overigens relatief heel weinig, maar áls de partijen de onderlinge complementariteit van de zorglogica's benadrukken lijkt de kans op een gezamenlijke en effectieve aanpak van de huiszorgproblemen toe te nemen. Deze observatie suggereert een verband tussen het debat enerzijds en de concrete beleids- en uitvoeringspraktijk anderzijds.

Bridging social capital through sports: an explorative study on (improving) inter-ethnic contact at two soccer clubs in the NetherlandsIn the Netherlands, the social integration of minorities has been the subject of much debate in recent years. Historical events such as the murders of politician Pim Fortuyn and writer Theo van Gogh, and more recently the emergence of organizations such as Islamic State (IS), have had a major impact on public debate in the Netherlands. Nevertheless, belief in the socially integrative role of sport has increased. Sport, especially formal participation in sport, is expected to contribute positively to social cohesion and the social integration of minorities. Nonetheless, existing research shows that policymakers overestimate the impact of sport on social integration in society. Sport is no panacea. Sport can include people, but it can also exclude them by bringing together those who "look alike". In this article we explore whether (and how) sport, and in particular soccer, can lead to bridging social capital, despite the fact that people generally prefer to congregate with "equals". We base our results on questionnaires and a limited number of additional interviews at two soccer clubs in the city of Utrecht in the Netherlands. We conclude that although sport can reinforce segregation, formal participation in sport also has the ability to enhance social inclusion and inter-ethnic contacts. Desalniettemin is het geloof in de sociaal integratieve functie van sport in Nederland niet afgenomen. Van sport, en dan vooral van sportdeelname binnen verenigingsverband, wordt verwacht dat het een positieve bijdrage levert aan de sociale cohesie en sociale integratie van minderheden. Uit onderzoek weten we al langer dat beleidsmakers de sociaal integratieve functie van sport overschatten. Sport is geen wondermiddel. Sport brengt mensen samen, maar kan mensen ook uitsluiten door het samenbrengen van gelijkgestemden. In dit artikel verkennen we of (en hoe) sport, en dan met name voetbal, kan leiden tot overbruggend sociaal kapitaal ("bridging social capital"), ondanks dat mensen vooral sporten met gelijkgestemden. We baseren onze resultaten op enquêtes en een beperkt aantal aanvullende interviews bij twee voetbalverenigingen in de stad Utrecht. We concluderen dat ondanks dat sport segregatie bevordert, er binnen sportverenigingsverband een ontwikkeling is van sociale inclusie en interetnische contacten. Het onderzoek geeft aan dat extra voorwaarden kunnen worden gecreëerd om begrip en onderling respect te vergroten.

In the recent past, policy makers have emphasized the benefits and positive aspects of direct payments for care of frail elderly people. In this article, the authors present the theoretical framework of "struggling logics of home care," by means of which they explore the underlying logics of the introduction of payments for care: market, family, and state. More specifically, the authors show the strengths and weaknesses of a fourth logic—professionalism—and expound how this logic is submitted to marketized and familialized payments for care. The authors conclude that there are indeed some positive aspects of the trend toward payments for care. However, (female) professional home care workers benefit hardly at all. On the long term, this could also erode the quality of care provided to recipients.
