Medienkonzentration ist kein Schicksal, das Demokratien ereilt, um sie zu beschädigen. Vielmehr sind Medienstrukturen das Ergebnis von Aushandlungsprozessen zwischen politischen und medialen Akteuren und spiegeln daher auch den Konflikt von Staat und Markt, von Medien als öffentliche Güter und als Wirtschaftgüter wider. Die Studie schließt an die Konzepte von Demokratiequalität und Medienregulierung an, und fragt danach, wie Staaten mit unterschiedlicher demokratischer Reife mit Medienkonzentration umgehen. Als Fallstudien dienen Italien und Mexiko, die in ihren Regionen und in der OECD die höchste Medienkonzentration aufweisen. Woher kommt dieser Mangel an struktureller Vielfalt und wie reagieren die Staaten darauf? Welche Rolle spielt Pluralismus in der Medienpolitik? Wie wirkt sich zunehmender politischer Wettbewerb auf die Medienregulierung aus? Welchen Beitrag kann die Medienindustrie selbst leisten, um die inhaltliche Vielfalt zu erhöhen? Können alternative Medien den mangelnden Pluralismus ausgleichen? Mit ihrem transregionalen Vergleich leistet die Studie einen Beitrag zum Verständnis von Medienkonzentrationsprozessen, Demokratieentwicklung und Media Governance.

After he had only tightly lost the election in July 2006, Andrés Manuel López Obrador and his Coalición claimed fraud and asserted that unfair conditions during the campaign had diminished his chances to win the presidency. The paper investigates this latter allegation centering on a perceived campaign of hate, unequal access to campaign resources and malicious treatment by the mass media. It further analyzes the mass media's performance during the conflictual post electoral period until the final decision of the Federal Electoral Tribunal on September 5th, 2006. While the media's performance during the campaign tells us about their compliance with fair media coverage mechanisms that have been implemented by electoral reforms in the 1990s, the mass media is uncontained by such measures after the election. Thus, their mode of coverage of the postelectoral conflicts allows us to "test" the mass media's transformation to a more unbiased, social responsible "fourth estate". Finally the paper scrutinizes whether the claims of fraud and the protests by the leftist movement resulted in lower levels of institutional trust and democratic support. The analysis of the media performance is based on data provided by the Federal Electoral Institute (IFE). Its Media Monitor encompassed more than 150 TV stations, 240 radio stations and 200 press publications. However, there is no comparable data available for the postelectoral period. Interviews with Mexican media experts, which the author has conducted during the postelectoral period, serve as empirical basis for the second part. Data on the public opinions and attitudes of Mexican citizens are taken from the 2007 Latinobarometro, the 2006 Encuesta Nacional and several polls conducted by Grupo Reforma. The results do not support López Obradors notions. Even though a strong party bias is characteristic of the Mexican media system, all findings hint at a continuity of balanced campaign coverage and fair access to mass media publicity. Coverage during the postelectoral period was more polarized, yet both sides remained at least partially open for oppositional views. The claims of fraud, mass protest mobilization and anti-institutional discourse by Lopez Obrador's leftist movement seem not to have caused significant loss in institutional trust, support of and satisfaction with democracy, even though these levels remain quite low.

Das Gebot der Pressefreiheit begrenzt in modernen Massendemokratien die Interventionsmöglichkeiten staatlicher Akteure im Medienbereich. Dadurch werden vermeintlich "softe" Instrumente von Selbstregulierung und informeller Regulierung zu naheliegenden Alternativen. Doch warum gelingt es informellen Praktiken und Institutionen nicht, Medienpluralismus effektiv zu befördern? Italien und Mexiko weisen die höchste Medienkonzentration in der OECD auf, beide gelten als defekte Demokratien und informelle Regelsetzung hat in beiden Ländern Tradition. Der Beitrag kommt zum Ergebnis, dass Informalität nicht zu einer effektiven Regulierung von Medienpluralismus führt, weil sie sowohl die Schaffung transparenter Regeln für neue Akteure auf dem Medienmarkt verhindert und Pluralismusförderung am mangelnden Problembewusstsein und geringer Professionalisierung im Mediensektor scheitert.

We argue that algorithms are an outcome rather than a replacement of media logics, and ultimately, we advance this argument by connecting human agency to media logics. This theoretical contribution builds on the notion that technology, particularly algorithms are non-neutral, arguing for a stronger focus on the agency that goes into designing and programming them. We reflect on the limits of algorithmic agency and lay out the role of algorithms and agency for the dimensions and elements of network media logic. The article concludes with addressing questions of power, discussing algorithmic agency from both meso and macro perspectives.

AbstractGovernments and local administrations increasingly use the internet to improve citizens' participation in deliberation processes. However, research studies have pointed out that deliberation outcomes vary due to the participants' sociodemographic differences. In this paper, we address this debate by quantitatively measuring different sociodemographic participant groups' deliberation quality. By building an index of the quality of understanding (IQU), we analyze the quality of 1,991 postings on local political issues that participants contributed during the 2011 Zurich City debate. We defined five indicators for deliberation quality: statement of reasons, proposals for solutions, respect, doubts, and reciprocity. The analysis confirms that the sociodemographic composition of the participants is of great importance for self-selected participation and deliberation quantity, but not for the deliberation quality.

In this article we propose a concept of network media logic in order to discuss how online social media platforms change political communication without resorting to technological determinism or normalization. We argue that social media platforms operate with a distinctly different logic from that of traditional mass media, though overlapping with it. This is leading to different ways of producing content, distributing information and using media. By discussing the differences between traditional mass media and social media platforms in terms of production, consumption and use, we carve out the central elements of network media logic – that is, the rules/format of communication on social media platforms – and some consequences for political communication.

Politiker und politische Parteien interessieren sich sehr dafür, das Internet und speziell soziale Netzwerke für ihre Kommunikation einzusetzen. Obwohl bislang unklar bleibt, wie viele zusätzliche Stimmen sich über Facebook, Twitter & Co gewinnen lassen, bieten diese Anwendungen ein großes Potential für Dialog, Image-Management und die gezielte Ansprache von potentiellen Wählern. Vor diesem Hintergrund scheint es zunächst überraschend, dass sich politische Akteure im Umgang mit Social Media so schwer tun. Empirische Studien belegen, dass Social Media, wenn überhaupt, zumeist als weiterer Kanal für einseitige Information eingesetzt werden. Dagegen findet kaum wirkliche Interaktion mit den Bürgern statt und ein großer Teil ihres Potentials bleibt ungenutzt.
