This study aims to describe how the implementation of administrative governance in reporting village funds. This study uses descriptive qualitative methods, and data collection techniques used are observation, interview and documentation. The number of informants in this study were seven people. In this study using the theory of good governance principles. The results of this study indicate that in administrative governance of village fund reporting in rural areas, not all village administrations can be applied in accordance with applicable regulations that refer to PERMENDAGRI No. 47 of 2016. The purpose of this study was to determine the supervision of the Sub-District Head in the administration ofvillage governance in the Mandolang District of Minahasa Regency. This study uses a descriptive-qualitativeapproach. The research informants were the Mandolang Sub-District Head, Mandolang District GovernmentSection Head, two Village Heads, two BPD chairmen, and two LPM chairmen; a total of 10 informants. Datacollection uses interview guidelines, while the analytical technique used is the analysis of interactive modelsfrom Miles and Huberman. Based on the results of data analysis, conclusions were drawn: (1) Direct Sub-District Head oversight of village administration is carried out well through observation, observation or directexamination of the village carried out by the Sub-District Head alone or through the assignment ofsubordinates; (2) Sub-district Head indirect supervision is carried out by requesting periodic written reports(every month, quarterly, and every six months) regarding village administration, and village governmentperformance reports at the end of the fiscal year. Indirect supervision also requests oral and explanatoryreports to the village head at the sub-district coordination / evaluation of sub-district. Based on this research itis recommended: (1)The Sub-District Head should go down to villages more often to monitor, observe ordirectly check the running of village administration. (2) The Sub-District Head should check / verify the truthof the written report by visiting the village and having a dialogue with the BPD, LPM, and local villagecommunity leaders.Keywords: Supervision, Sub-District Head, Village Government.

BUMDes is a village-owned enterprise established on the basis of village needs and potential as an effort to improve community welfare. Transparency is needed in the management of this Village-Owned Business Entity. This study aims to find out how transparent the management of Village Owned Enterprises in Kamanga Village, Tompaso Subdistrict, both in terms of community recognition and response. This study uses a phenomenological approach by conducting interviews. The results of this study are the practice of transparent administration in the form of the availability of financial reports and other data concerning the transparency of management of BUMDes. This study used a qualitative research method. The data collection technique was carried out by interviewing, documenting, and collecting data with documents to see how Transparency in managing BUMDes Kalooran in Kamanga Village, Tompaso District. The researcher used four indicators namely Document Availability and Accessibility, Clarity and Completeness of Information, Process Openness, and Regulatory Framework that Guarantees Transparency. Based on the results of the research conducted, the BUMDes Kalooran was not transparent in its management, seen from the availability of documents not provided by the management, and the community that did not know about the BUMDes program. The government seems closed in processing and running the BUMDes program. It can be concluded that the management of the Owned Enterprise of Kalooran Village in Kamanga Village, Tompaso Subdistrict is not transparent in its management.Keywords: Transparency, Management, Business Entity, Village

Abstract: This study by using qualitative methods. Informant research consists of head of the agency, secretary,and heads of fields. Staff / executives; all amounted to six State Civil Apparatus. Implementation of competencedevelopment of State Civil Apparatus has been applied by local government, although for the development ofcompetence has not become a priority of regional needs based on regional content not only based on fulfilmentof fundamental need of organization, performance management and competence development still limited bylack of budget and managing staff. Abstract: Implementation of Public Service is all services organized by public service providers as an effort to meet theneeds of service recipients and implementers of legislation. Public service is basically about the vast aspects of life. In thelife of the state, the government has the function of providing various public services required by the community. One thingthat until now is often still a problem in the relationship between the people and the government in the region is in the fieldof public services, especially in terms of the quality or quality of service government apparatus to the community.Tourism is currently being intensively incentive in the city of Manado. Lots of local and foreign tourists visiting the city ofManado. But with the level of service is said to be less than the relevant Office to make the process of tourism is not goingwell.In this research used qualitative research method, so the researcher will not specify the research only based on researchvariable, but the whole social situation examined covering aspect of place, actors and activity that interact synergistically.The result of the research shows that the lack of public service available in the Manado City Tourism Office makes thetourism process less good. With the level of human resources that have not qualified with the limitations of foreign languageskills make the tourists, especially foreign tourists feel uncomfortable. The tourism program created by the governmentitself has not been fully felt directly by the community. ABSTRACT: This study originated from the results of the pre-survey which found that the performance of the organization in the Department of Population and Civil Registration Minahasa sicapai Tengga yet optimal. This is presumably related to the quality of public services is still relatively low. Thus, this study aims to determine and quantify the effect of Organizational Performance against Public Service in the Department of Population and Civil Registration Southeast Minahasa Regency. Descriptive and quantitative approach applied to problem solving. Samples drawn by purposive sampling of respondents as many as 36 employees / service personnel, then spread Questionnaire (a questionnaire) and the results are analyzed by applying the techniques of regression and correlation analysis product moment.The research results presented as follows:The result of identification of variables showed that in general, both the variable quality of public services as well as organizational performance variables Department of Population and Civil Registration Southeast Minahasa Regency are in the category of 'high'. However, there are two dimensions of quality of public services have not achieved optimal, the empathy dimension and the dimension of direct evidence. This is due to the relative weakness of supervision conducted leadership.The quality of public services and very significant positive effect on organizational performance. Both variables have a linear patterned functional relationship and are contributive. If the improved quality of public services, it will boost the performance of the organization, particularly in the Department of Population and Civil Registration Southeast Minahasa Regency.Thus, it can be concluded that the proposed research hypotheses have been tested empirically enforceability as well as to justify the theory underlying terori. To determine the Community Empowerment in Rural FundAllocation Utilization (ADD), the research method used was a qualitative descriptive study consists of 6research informants.Empowering communities in the utilization of the Village Fund Allocation (ADD) in the village ofBukumatiti has not been run in accordance with the principles of financial penegelolaan villages of theprinciples of transparency, accountability and participatory. ABSTRACT:Empowerment of small and medium micro enterprises is one of the policies made by theIndonesian government in improving the welfare of society. and in accordance with law no.20 of 2008regulates micro, small and medium-sized businesses, as well as by government regulation no. 13 of 2013 onthe implementation of law No. 20 of 2008, the government made a policy regarding the development programsof small and medium micro enterprises.Policy pursued by the government in improving the empowerment of micro, small and medium enterprises arethe government gave permission for business in running a certain business activities; business developmentthrough the provision of facilities, coaching and mentoring; assistance to foster and improve the capabilitiesand competitiveness of businesses; coordination and control of the government. Small and medium micropolicies have also been imposed by the government in the district of northern Kawangkoan.Problems to be answered in this research is how the effectiveness of the empowerment of small and mediummicro enterprises in Kawangkoan northern districts. This study used qualitative methods, this study aimed todescribe, analyze and determine the effectiveness of the empowerment policy of small and medium microenterprises. Results of research conducted by collecting data obtained through observation and interviewsbased on several indicators, as follows: (1) Responsiveness, (2) Development, (3) Adequacy.Based on the results of the study conclude that the policy of empowerment of micro, small and medium-sizedenterprises in the district north Kawangkoan already quite effective. ABSTRACT : In the public service, government officials are responsible for providing excellentservice to the community in order to create a welfare society. Society has the right to get the bestservice from the government because the public has provided funds in the form of payment of levies.Under these conditions, this study to determine the extent to which the relationship between theempowerment of village officials with the quality of public services in the city of Manado Singkildistricts.This study used a quantitative approach with a descriptive and explanatory methods. This ispossible because on one side of the problem carefully enough at the actual and on the other hand, thisstudy intends to analyze between the two variables. Source of data / research respondents as many as64 people taken from public officials and employees. To analyze the relationship between the twovariables used product moment correlation analysis.Once the analysis is calculated with SPSS version 20 for windows then obtained a coefficient of 0.959.So there is a positive relationship between empowerment of village officials with the quality of publicservices.Based on the results of the data analysis deduced that, after doing the research variablesidentifying the distribution of respondents' answers to the average of all the variables are in the highcategory. The demand that the community suaya in the village increasingly play an active role in various village developmentplanning programs carried out by the village government starting from the planning process to decision making, untilthe development evaluation stage, is very clear and becomes a necessity to be implemented. Community participationin development can include forms such as; energy, thoughts, money, ideas, and opinions. From these forms ofparticipation, in the village of Upa, Central Tobelo Subdistrict, North Halmahera Regency, the form of communityparticipation was only in the implementation of village development, namely participation and time provided thatprogram participation was only represented by the BPD, and public figures. in providing participation in the form ofthoughts, ideas and opinions that are well made in making decisions for planning village development. The type ofresearch used in this study is qualitative research from the methods used so it can be assessed on the efforts of thevillage government to increase community participation in village development in Upa village, Tobelo TengahDistrict, North Halmahera Regency. Village development has been done well where the community was givendirection and motivation by the Head of the Village Upa to the community in the form of social motivation, as wellas motivation to give enthusiasm in participating in activities in the village such as in social services in the field. Inthe planning of a village development program the Village Head Upa in carrying out coordination and communicationtasks was carried out by holding village meetings held at the village office by inviting village representatives such asthe BPD chairperson, community leaders, and village officials. This meeting was held to discuss the developmentprograms that will be carried out in the village. The wage was given, the installation of phase I installation of streetlights, rehabilitation, concrete rabbis, sirtu roads, draenase and rehap houses were not suitable for habitation.
