This paper uses the absolute price version of the Rotterdam model (Theil, 1980) to investigate inter-factor (energy, labour, capital, material), and the inter-fuel (electricity, solid fuel, liquid fuel gas, other fuel) substitution in New South Wales manufacturing during the period 1968/69 to 1980/81. Input demand elasticities with respect to input prices and production volume are derived, analysed and compared with results from previous studies. While generally previous results are confirmed, some divergencies do occur. These are attributed to choice of time period and region in our study. - With statistical surveys. (DÜI-Plz)

Europa will Vorreiter beim Klimaschutz werden und hat sich entschlossen, die Treibhausgasemissionen bis zum Jahr 2020 um mindestens 20 % gegenüber dem Jahr 1990 zu senken. Darüber hinaus ist die Europäische Union bereit, sich für diesen Zeitraum auf eine Verminderung um 30 % zu verpflichten, sofern andere Industrieländer sich zu vergleichbaren Zielen verpflichten und auch Schwellenländer einen angemessenen Beitrag leisten. Durch eine faire Lastenverteilung der Emissionsminderung in Europa und ein breites Maßnahmenpaket zum Klimaschutz lassen sich die Kosten für die deutsche Wirtschaft deutlich senken. Sollte es Deutschland gelingen, eine faire Lastenverteilung auf die europäischen Länder zu erwirken, welche den bisherigen Emissionsverlauf berücksichtigt, und zudem ein breites Maßnahmenpaket zum Klimaschutz zu nutzen, können die Klimaschutzkosten gering gehalten werden. Ohne ein breites Maßnahmenpaket würde das Emissionsminderungsziel mit Kernenergie- ausstieg kaum zu erreichen sein. Notwendig sind insbesondere die verstärkte Nutzung von Energieeffizienzpotentialen, der weitere Ausbau erneuerbarer Energien, die Verbesserung des Emissionsrechtehandels und die Förderung innovativer Energietechniken. Sollte es eine faire Lastenverteilung geben und sollte Deutschland alle Energieeffizienzpotentiale ausschöpfen, würden sich die Klimaschutzkosten bei einer 20 %-igen Minderung heutiger Emissionen in Europa bis zum Jahr 2020 insgesamt auf etwa 1,9 Mrd. Euro pro Jahr belaufen. Dabei würde Deutschland seine Emissionen gegenüber 1990 um 31 % vermindern. Sollte keine faire Lastenverteilung ausgehandelt werden und Deutschland nicht die notwendigen Energieeffizienzpotentiale ausschöpfen können, würden sich die Minderungskosten auf etwa 5,7 Mrd. Euro pro Jahr erhöhen.

Seeking to play a pioneering role in climate protection, the European Union has decided to pursue a reduction of at least 20% in greenhouse-gas emissions (on 1990 levels) by the year 2020. Moreover, Europe has declared its willingness to commit itself to emission reductions of 30% over the same period if other developed countries commit themselves to similar targets and if developing countries also make an appropriate contribution. A fair distribution of the burden of emission reductions in Europe and a comprehensive package of climate protection measures in Germany could substantially reduce the cost of emission reductions for the German economy. If Germany succeeds at European level in pushing through a fair burden-sharing mechanism that takes into account the emission reductions achieved to date in the different member states, and at the same time implements a comprehensive package of climate protection measures at home, then climate protection costs can be kept low. It would be very difficult for Germany to achieve its reduction target only by shutting down nuclear installations. What are also needed, in particular, are increased exploitation of energy efficiency potentials, the further development of renewable energy sources, the improvement of the system of emissions trading, and the promotion of innovative energy technologies. If European burden-sharing were fairly distributed and if Germany were to exploit all its energy efficiency potentials, then, in order to achieve a 20% reduction in current European emissions, Germany's climate protection costs would amount to total of around 1.9 billion euro per annum up to 2020. In this case, Germany would have reduced its emissions by 31% on 1990 levels. If it were not possible to negotiate a fair distribution of the burden, and if Germany were unable to exploit the necessary energy efficiency potentials, then the reduction costs would increase to around 5.7 billion euro per annum.
