L'objectif de cet article est d'identifier la relation entre la qualité de la gouvernance et l'économie informelle, il s'agit de mettre en évidence la contribution des bonnes pratiques de gouvernance à l'atténuation de l'ampleur des activités informelles. Pour cela, nous évaluons d'abord la qualité de la gouvernance en Tunisie en appréciant son état aussi bien au niveau global que local, ensuite nous établissons un état des lieux de la sphère informelle en Tunisie, ses caractéristiques et ses déterminants, puis, nous dégageons le rôle des bonnes pratiques de gouvernance dans la limitation des conséquences néfastes de l'économie informelle. Enfin, à la lumière des analyses faites tout au long de l'article, nous apportons des recommandations permettant de renforcer la qualité de la gouvernance et nous proposons des actions concrètes aidant à relever les défis futurs en matière d'atténuation de l'informalité et de lutte contre la corruption qui ronge l'économie tunisienne.

President Macron did decide to withdraw French troops from the Sahel last summer, leaving only special forces based in north Mali, he stated that Operation Barkhane will end early in 2022. Nonetheless, Algiers' decision to not allow French military planes to use Algeria's airspace will create a direct impact on the military mission and France's entire 'war on terror in the Sahel. In Algeria, however, bold decisions toward a strategic rapprochement with Turkey were in the making. Even though the new authorities in Algiers were hesitant for such a foreign policy shift, because of the COVID-19 pandemic and the internal political struggle, constitutional and institutional amendments in the aftermath of the peaceful Algerian 2019 Hirak needed to be put in place. However, the tenacious resistance of the Francophile and Arabophone-nationalists anti-Ottoman legacy, the well-off social class, and elite pro-France lobbies in Algiers and Paris held back President Abdelmadjid Tebboune's Administration from improving the relations between Algiers and Ankara. Meanwhile, the ambassadors from both countries have been pushing tirelessly for the success of the strategic rapprochement between these two states.

Food security is a major issue and constant challenge in the developingworld. Morocco has reached the target of the first MDG and, since 1990-1992, hasmaintained the prevalence of undernourishment level of 5%, but it remainsvulnerable to climate change in case of recurrence of drought and external shocks.Researches on food security in Morocco and its relationship with sustainabledevelopment are not been sufficiently developed in the direction ofproposing models of sustainable food security strategies. Then, this study aims toclarify the relationship between food security and sustainable food chain and topropose a roadmap for food security in Morocco, learnt from the visit study toSingapore as a leading country in food security. According to GFSI (Global FoodSecurity Index) of the Economist Intelligence unit, Singapore is ranked second inthe world after United States in 2015. Results outline the issues and challenges offood security at both global and national levels and highlight the strengths andweaknesses of food security in Morocco via the analysis of the Moroccan's foodsecurity balance through the GFSI (Global Food Security Index) of the EconomistIntelligence Unit. Finally, this study proposes a roadmap to ensure sustainable foodsecurity in Morocco focused on two strategic pillars: governance andorganizational pillar and technical and financial support pillar. The first pillarconcerns the establishment of a national authority in charge of coordination andimplementation of food security strategies. The second pillar includes a set ofrecommendations related to technical and financial support aspects as optimizingstorage foods, increasing agricultural productivity via agro-ecologicalintensification and sensitizing farmers in adoption of sustainable agricultureprinciples.

The widespread of inexpensive communication technologies, distributed data storage and web services mechanisms currently urge the collaboration among organizations. Partners are participating in this environment motivated by several advantages such as: (1) the ability to use external and professional resources, services and knowledge, (2) the reduction of time-consuming requirements and (3) the benefaction of experts experience. However, this collaboration is not perfect since several problems can arise such as the misuse of resources, disclosure of data or inadequate services. Therefore, security is an important concern of the participants. In particular trust management and access control are one of the major security issues for an organization. This thesis addresses these two areas in particular. It proposes a novel and comprehensive trust framework for Multi-Organization Environments. Our approach is organized in four parts. First, we propose a vector based model approach for defining trust vectors. These vectors evaluate a set of requirements, under conditions, and provide a degree of confidence. In our approach, we consider two different types of vectors. On the one hand, a vector that links a user to an organization and, on the other hand, a vector that links two organizations. We also show how these vectors are evaluated and shared among the different organizations, and how we combine the provided trust information in order to enhance the security. Second, the TRUST-OrBAC model was designed to add the previous trust approach to the ORBAC model. Moreover, this solution was applied with a real collaboration network between companies. Third, we present a trust ontology methodology based on access control concepts. This ontology will be used to share the trust beliefs between participants and to make equivalence between their trust objectives. How to define this trust relationship, how to understand the trust objective of a requester, and how to evaluate the recommendation value is addressed in this thesis. ...
