THE PAPER IS ORGANISED IN FOUR PARTS. IN THE FIRST THE USEFULNESS OF A NUMBER OF THEORIES OF PUBLIC DECISION MAKING TO THE CASE STUDY OF SOCIAL POLICY IMPLEMENTATION IS CONSIDERED. IN THE SECOND, THE HISTORY OF NETRHA DECISION MAKING FOR CLOSURE IS OUTLINED. IN THE THIRD THE THEORICAL FRAMEWORK FOR STUDY OF THE RESPONSE OF LOCAL STATE ORGANIZATIONS TO THE REGIONAL INITIATIVE IS ADVANCED. IN THE FOURTH SECTION AN ATTEMPT IS MADE TO APPLY THIS FRAMEWORK TO THE IMPLEMENTATION PROCESS. FINALLY, IN CONCLUSION, THE IMPLICATIONS FOR REGIONAL POLICY MAKING OF THE USE OF THE FRAMEWORK ARE DISCUSSED.

This paper considers theories of social policy implementation in the light of an empirical study of psychiatric hospital closure. Five ideal types of local state are hypothesised, ranged along a continuum of discretion. At one end of the continuum are those authorities whose policies and organisational structures are determined by the 'centre'. At the other are those able to make discrete policies and to develop organisational structures to implement them.
It is argued that the degree to which authorities can achieve 'closure' objectives such as devolution of services, or integration of clients into communities, depends on their closeness of fit to particular ideal types. The implications of this theory for policy making are discussed.

This paper discusses Pinch and Clark's recent article on the strategies of market pitchers for managing local economic reasoning. We suggest that their research is illustrative of the lack of seriousness and relevance to social issues of a small proportion of sociological studies. In developing this argument, the paper considers the methodology, ethical issues and substantive content of the article. We conclude by noting that, whilst the study of the work of market pitchers is clearly an important research topic, such study should have regard to local social and economic conditions.
