Die politische Entwicklung der Länder des "greater Horn" (Nordostafrika) wird zu einem wichtigen Teil durch politisch-strategische und wirtschaftliche Interessen westlicher und islamischer Staaten an der Region bestimmt. Nach einem sehr kurzen Überblick über jüngste politische Veränderungen in den Ländern des Horn analysiert der Autor das Interesse insbesondere Frankreichs und der USA an der gesamten Region. Dabei stehen die Bemühungen Frankreichs an der Einflußnahme auf islamische Gruppen in Algerien sowie das amerikanische Ziel, die Bedrohungspotentiale für Ägypten und die arabische Halbinsel zu kontrollieren, im Mittelpunkt. Es entsteht ein Bild komplexer internationaler Verflechtungen einerseits und des Interessengegensatzes insbesondere zwischen den USA und Frankreich. (DÜI-Spl)

The international relations of any region cannot be understood by reference to developments in that region alone, but must be viewed in the context of linkages between systems at various regions and levels. It is the combination of the dynamics within each system and its interaction with other systems — regional and global — that determine the pattern of inter‐state relations. The Horn of Africa is not an exception. Thus, both Markakis, who emphasizes the predominance of internal factors, and Lefebvre, who gives prominence to external factors, each make valid points about the situation in the Horn of Africa (Endnote 1). However, it would be risky to accept either point of view to the exclusion of the other. Another point needs to be made clear. All too often, it is assumed that the interests of foreign powers — especially the superpowers — have determined the course of history in a given region; this is not entirely true. In fact, if one is to judge by the pattern of conflicts and alliances in the Horn of Africa, it is the local dynamics that have had more influence on the actions of foreign powers rather than vice versa. This article will focus on the states of the Horn of Africa ‐ Eritrea, Ethiopia, Sudan, Somalia, Kenya, Djibouti, Uganda — and the linkages between this region and other regions as well as the global system.

Argues against a federal option and for Eritrean self-determination.

The Foreign policy of Ethiopia, like that of other countries, is based on certain goals and values, and determinded by the dynamic interplay of domestic and external factors. Although its formulation has been clearly influenced by Marxist concepts about the nature of society and the alignment of forces in the world, there are elements of continuity as well as change, not least because Ethiopia has maintained its core values while playing an important rôle from time to time in the international arena long before the 1974 revolution. In other words, despite a shift in orientation, the central purpose of Ethiopia's foreign policy has remained the same, and a change in style has not brought forth a change in essence. Indeed, in some respects, the exigencies of a fast-changing international environment have been more significant than the replacement of the Emperor by the Dergue. It must be stressed that Ethiopian policy has been largely rigid, with adjustments being made only in response to certain fait accomplis that were outside the control of the decision-makers.

Analyse der Haltung der OAU gegenüber den afrikanischen Befreiungsbewegungen. Ideologische Spannungen entwickelten sich schon kurz nach dem Krieg auf den Konferenzen von Manchester und Bamako über den Kurs nach der Unabhängigkeit. Nach der OAU-Gründung wurde zur Unterstützung der Befreiungsbewegungen zwar ein "Liberation Committee" mit eigenen Geldmitteln geschaffen. Dessen Arbeit war jedoch wenig effektiv, weil es oft rivalisierende Befreiungsbewegungen gab und die OAU sich neutral verhalten mußte, um den eigenen Zusammenhalt zu wahren. (DÜI-Wsl)

Bilanz der Politik der OAU seit 1963. Auseinandersetzung mit den Kritikern: Mängel bei der Durchsetzung der Menschenrechte werden anerkannt, bei anderen Kritikern wird ein falsch verstandener Idealismus und eine Überschätzung der Möglichkeiten der OAU festgestellt. Für die Zukunft müssen neue realistische Zielsetzungen gefunden werden, sowohl in bezug auf die OAU-Charta, als auch im organisatorischen Bereich. (DÜI-Wsl)

In der Rede werden die USA aufgefordert, ihrem eigenen Interesse an Frieden und Stabilität am Horn von Afrika zu entsprechen und eine Politik zu betreiben, die zu einer schnellen friedlichen und politischen Lösung des Eritreakonflikts beiträgt. Eine direkte oder indirekte militärische Intervention wird abgelehnt, gezielte Wirtschaftssanktionen gegen Äthiopien aber befürwortet. (DÜI-Hns)
