When President Roosevelt took the oath of office in 1933, he was facing a devastated nation. Four years into the Great Depression, 13 million American workers were jobless. What people wanted were jobs, not handouts, and in 1935, after a variety of temporary relief measures, a permanent nationwide jobs program was created--the Works Progress Administration, which would forever change the physical landscape and the social policies of the United States. The WPA lasted for eight years, spent $11 billion, and employed 8 and a half million men and women. The agency combined the urgency of putting people back to work with a vision of physically rebuilding America. Its workers laid roads, erected dams, bridges, tunnels, and airports, but also performed concerts, staged plays, and painted murals. There has been an increasingly common trend in the UK to identify character skills and traits as the basis for various individual successes and achievements. In education policy and employment services, character has been linked to the making of successful, morally aware, employable and socially mobile citizens. This article explores the late-19th-century use of character discourses, focusing on the economist Alfred Marshall. During this period character was associated with future-oriented subjects – those displaying provident and thrifty habits and dispositions – and held particular class, race, and gender prejudices. The article draws parallels between this late-Victorian approach to character and the 'return' of character in 21st-century education and welfare-to-work policy, in particular, where cultivating character is linked to improving employability and social mobility. We can make productive comparisons between character's Victorian legacy and its re-emergence more recently amid increasingly moralised discourses around poverty, inequality, and unemployment. In doing so, we might better understand the historical antecedents to stigmatising character discourses today, insofar as they leave the burden of responsibility for particular social outcomes in life and the labour market with individuals and their ability to cultivate their own human capital.
This article seeks to elaborate a framework for the study of diversity in forms of labour using Trotsky's theory of uneven and combined development (UCD). It argues that labour markets are constituted by systemic processes of capital accumulation and uneven development in the global economy, but that these processes have highly differentiated outcomes in terms of the forms of labour that have historically emerged within and across national boundaries. Exploring some of the neglected elements of different forms of labour, including non-waged labour, the article demonstrates how we might conceptualise the way in which combinations of labour forms exist within any given space of the world economy. Using the examples of both internal and transnational migration, it argues that charting the social and spatial relations of production, and the labouring experiences and forms of worker politics associated with them, is an effective way of understanding the constitution and restructuring of different forms of labour.

AbstractThe resilience of public environmental agencies is an important but broadly under-researched discourse. This paper addresses this lacuna by drawing on a three-part typology of resilience from organizational studies and applying it to the English natural environment agency, Natural England, following a decade of public sector agency de-funding under the aegis of austerity. The research question was explored qualitatively through eleven semi-structured interviews with the senior management team of Natural England during the summer of 2020. The findings suggest that public agency multi-functionality equate to heterogenous resilience across agency functions; that generally agency resilience (as a function of capacities) is poor with consequences upon good governance; and that they are broadly poorly positioned for the aftermath of Covid-19. The findings speak directly to the regulatory and organizational literatures with public administration by evidencing the complex realities of understanding resiliencies in large multi-functional public environmental agencies.
