Examines the available data on the 7 June 1981 Israeli bombing of the Iraqi Osiraq nuclear facility to assess its success as a counterproliferation strategy. At issue is whether the attack derailed Iraq's capability and intention to build nuclear weapons. Background to the Iraqi nuclear weapons program is provided, along with some remarks on Iraqi intent to build nuclear weapons. Basic advantages & disadvantages of Israel's counterproliferation strategy are identified. It is found that while Iraq's intentions to build a nuclear weapon may have increased after the attack, its capabilities were significantly degraded. It is concluded that intent matters little without the capability to act on that intent, and the objective of the Israeli attack was to destroy Iraqi capability, which it met.
