Innovation in government activities is more directed in public services, although innovation can emphasize processes, development, planning, policies, and other activities. This research discusses governance innovation from empirical evidence that applied innovation cannot provide maximum results. The cause, government innovation that is not realized, appears only as a ceremonial act in government activities. Qualitative method analysis describes experiences, perceptions, responses through facts found in the informant's experience. This study was conducted in the Population and Civil Registration Record Office of Southeast Aceh Regency, starting from September to November 2020. In-depth interviews conducted with informants of this research consisted of government or executive, legislative, related institution, and citizen. Our field findings use the technique of hermeneutics to interpret various views that we can learn to look at the subject from every angle of knowledge (public administration, management, politics, innovation, and technology). That innovation should be supported by policies that result from decision-making, manager expertise, developed through long-term evaluation, and innovation as the basis for the quality of government public services. Governance innovation focuses on innovative action through various government instruments that lead to the simplification of action towards quality public services. For this reason, government, innovation, and how to manage are modes that continue to exist in administrative reform in government institutions with governance innovation that influence each other.
This research on the Analysis of One-Way System Policy Implementation on Mayor Abdul Rahman Roads is motivated by traffic congestions that often occur on Jalan Mayor Abdul Rahman. In order to unravel that traffic congestions, the local government has made an effective traffic engineering policy. One of the efforts that can be done is to implement a one-way or one-way system policy on Major Abdul Rahman roads. From the preliminary data, it is known that the roads are congested. The implementation of this one-way system policy starts from the Pacific bridge to the Ojolali intersection. By implementing this one-way system policy, the government hopes to reduce the level of congestion on these roads. The research method used in the preparation of this report is descriptive method with a qualitative approach. The data obtained sourced from literature studies, field studies through activities such as observation, interviews, and documentation. In an effort to unravel congestion in the urban area of ??Sumedang, the Transportation Service (Dishub) of the Sumedang Regency Government carries out traffic engineering. The implementation of the one-way system policy is applied to the Major Abdul Rahman road section. On March 4, 2019, the Sumedang Regency government, supported by the Sumedang Police, carried out a traffic engineering trial to inform the public about the policies to be implemented. The traffic engineering trial was carried out around Jalan Mayor Abdurahman in the north and its surroundings. The implementation is guided by officers from the Sumedang Transportation Service and Police. In accordance with Regional Regulation Sumedang District No. 14 of 2011 on the Management of Ground Water, among which stated that every groundwater management must have a permit. However, in the implementation of violations of the rules and the weak enforcement of sanctions. Lack of public understanding of the importance of how good groundwater utilization is based on established rules is a constraint that leads to efforts to maintain the stability of groundwater availability. This can lead to more uncontrolled use of ground water. The objective of this research is to identify and study the monitoring of ground water usage in Sumedang District Urban Area. This research focuses on how the concept of monitoring the use of ground water. Through the method of description analysis, by recording interview data, observation and documentation obtained.
This research is about observing the environment in managing Traditional Markets in Sumedang Regency. Problems involving external analysis are characterized by a lack of representation of facilities and infrastructure and limited storage of work documents, while internal analysis is characterized by assigning tasks to employees that are not based on the competencies of each employee. The theory used refers to the stages in strategic management that refer to one element of the four basic elements of strategic management, namely environmental observation. The method in this study uses a qualitative approach. The results showed that in the external analysis aspect carried out by the Department of Cooperatives, Small and Medium Enterprises, Trade and Industry of Sumedang Regency, not yet fully able to analyze the external conditions, namely the work environment and social environment in the Cooperative, Small and Medium Enterprises, Trade and Industry Sumedang Regency is to be used as a strength or carrying capacity in the implementation of strategic management of Traditional Market management in Sumedang Regency, marked by facilities and infrastructure to support a limited working environment and social environment that still leaves social problems from the weak handling of garbage and placement of street vendors. While internal analysis on cultural aspects must be improved in terms of employee work discipline and human resource competencies must be improved according to work completion requirements.
