The opening essay of a forum on, "Nonstate Actors, Terrorism, & Weapons of Mass Destruction," calls attention to the lack of a consensus on the meaning of terrorism. Distinctions that are relevant for establishing a research agenda on terrorism are identified, such as differences between violence perpetrated for its own sake, for bargaining or strategic reasons, or to achieve catastrophic social destruction. Attention is given to varied responses to terrorism, including actions designed to prevent the formation of terrorist operations; eradicate existing terrorist organizations; contain the autoimmune effect; or prevent terrorist groups from gaining access to vital social assets or mass destruction technology. Important topics suggested for future research include the threat of deliberate mass destruction; recognition & control of the societal autoimmune effect; & the mitigation of underlying civil conflicts.
