[EN] To talk about participation in urban planning is to discuss not only its concept, but also its relationship with the models of Democracy, the meanings of Governance and the governance of the territory. From the analysis of the Law of Territorial Planning, and Urbanism and Landscape (LOTUP, 2014) of the Valencian Community, Spain, and its modifications of 2019, two types of participation, public participation and citizen participation are derived. These are different processes and levels of participation in urban planning and planning, since they have different ends, dimensions and participating agents. In addition, the hierarchical position that the Law establishes between them is significant, subordinating the second one to the results of the first one. This separation and hierarchy invites us to reflect on the concepts of Democracy and Governance that are applied in the development of municipal urban planning instruments. [EN] The conversion of the old riverbed of Turia in Garden four decades ago, in the city of Valencia (Spain) is a notable example of a civil conquest. The habitants turned the riverbed into the major green urban Spanish infrastructure, against the municipal politics who were trying to build a highway. The article focuses on reconciling past and present, from a social and urban way of looking. On the one hand, the chronicle of the process of local mobilization in which more than sixty associations were involved, is brought to life. On the other hand, a balance of the urban, social and cultural repercussion in the city from the present has been established, verifying the achievement of citizens¿ claims; as it is a full-scale urban project, it should only be assessable in the long-term, That¿s why a bibliographical review, an analysis of documentation of public institutions has been carried out. The newspaper library of press of the time has also been consulted; similarly the task has been completed by interviewing the project participants. ; [ES] En la ciudad de Valencia (España), la conversión del antiguo cauce del río Turia en Jardín hace cuatro décadas, es un destacable ejemplo de una conquista ciudadana. Frente a las políticas municipales que pretendían incorporar una autopista, los habitantes lograron que el cauce se convirtiera en una gran infraestructura verde urbana. El artículo se enfoca conjugando pasado y presente, desde la mirada social y urbana. Por un lado, se aporta la crónica pormenorizada del proceso de movilización vecinal (en el que estuvieron implicadas más de sesenta asociaciones) recuperando la memoria histórica de la construcción social del movimiento desde sus protagonistas. [EN] The accelerated urban growth of the last decades in Europe has caused, especially in the Spanish Mediterranean coast, a paradigm shift in much cities, moving from a mostly compact urban form to a more diffuse one. The concept of city has changed so much that even in a lot of dispersed municipalities, it becomes difficult to define its limits. This change implies not only ecological and economic impacts, but also, social effects. Urban sprawl makes difficult social interaction and reduces the community feeling, and therefore, social cohesion and identity. This produces also changes in the relations of citizens between them and with the city council. The research propounds a discussion about the challenges that the urban sprawl causes for the application of participative models in the decision making, understanding them as basic criterion of good government. We analyze a case study to extract the complexity of articulating processes of citizen participation in territory with high dispersion based on a project carried out in the municipality of La Pobla de Vallbona (Valencia) on participatory budgets. It analyzes the results of the process carried out in relation to the urban model, the morphology of their urban pieces and spatial structure, and the demographic and social characteristics of the municipality. The question is identifying the problematic for the articulation of participative processes in territories with this idiosyncrasy.
