The emergence of the Gulf Cooperation Council in 1981, the recent formation of the Arab Cooperation Council, as well as the Arab Maghreb Federation have raised many questions with regard to the concepts of Arabism versus a more specific regional and functional view of Arab cooperation. This paper attempts to answer some of these questions by highlighting the historical interplay between these two concepts, with specific reference to the formation and later development of the League of Arab States.
