An attitude/opinion survey designed to describe reclamationists attitudes toward agronomic and native species use in high-elevation reclamation programs was administered to 116 potential respondents representing government regulators, suppliers and consultants and industry environmental and engineering personnel. Species suitability was considered to be very important by a large majority (98%) of respondents, but many were uncertain as to the utility of agronomic species in high-elevation reclamation programs. Most respondents indicated that the inclusion of grass species is necessary for successful reclamation of highelevation disturbances but were uncertain about the necessity of including legume species. In general, results were inconclusive with respect to the use of native species and their benefits to longterm revegetation success within high-elevation mine reclamation programs. Native species 'islands' were considered useful as seed sources for plant successional development by most respondents. Attitudes toward the aesthetic benefits of native species were inconclusive. The use of native species as a method of reducing the visual contrast between disturbed and undisturbed areas was not favored strongly. Attitudes towards commercial production of native species favored both the expanded production of native species seed and native species seed or seedling development programs. The role of regulatory requirements and their impact on the design and implementation of high elevation coal mine reclamation programs was examined in nine mountainous western North American jurisdictions. This 'ecological audit' of regulatory requirements revealed that several jurisdictions are similar programatically in objectives but dissimilar substantively in regulatory provisions such as topographic modifications, revegetation, performance standards and enforcement. Information acquisition and dissemination also varied between jurisdictions. The current command-penalty model of environmental regulation results in adversarial interactions between government and industry in many of the jurisdictions and should be replaced by a formal negotiated system of regulation based on continuing research and adaptive management. ; Non UBC ; Unreviewed ; Other

Pre- and post-mining wildlife habitat capability assessments were conducted for the Window Pit development on Quintette Operating Corporation's Babcock Mountain. The British Columbia government Terrestrial Ecosystem Mapping (TEM) methodology for wildlife habitat capability was modified and implemented to conduct the assessment. The spatial and attribute data for these assessments were obtained from pre-disturbance black and white photography and post-disturbance colour photography. An orthophotomosaic with contours was also used to develop the post-mining base map. The aerial photography and field data were integrated within a Geographical Information System (GIS) environment using ARCINFO software. Spatial relationships were also analyzed using the Habitat Assessment and Modeling Software (HAMS). The maps and analyses undertaken by this assessment indicated a number of areas (polygons) where important habitat was affected by the development and a number of polygons upon which to focus mitigation efforts. The use of GIS was shown to be a very cost effective method of reclamation planning. This tool will enable environmental planners to minimize the impacts of the development on the grizzly bears, mountain goats, caribou, moose and mule deer. ; Non UBC ; Unreviewed ; Other
