This book is based on the proceedings of the International Donor Conference on Human Resource Development in the Reconstruction and Development Programme (RDP), held in Cape Town from 26-28 October 1994. The principal objective of the conference was to conduct a dialogue between South Africa and international partners on the priorities of the RDP, with specific emphasis on human resources development priorities; and to discuss practical means to promote effective co-ordination, partnership and rapid delivery of development resources in the framework of national priorities.
