Abstract Over the past decade, widespread concern has emerged over how environmental governance can be transformed to avoid impending catastrophes such as climate change, biodiversity loss, and livelihood insecurity. A variety of approaches have emerged, focusing on either politics, technological breakthrough, social movements, or macro-economic processes as the main drivers of change. In contrast, this paper presents theoretical insights about how systemic change in environmental governance can be triggered by critical and intellectually grounded social actors in specific contexts of environment and development. Conceptualising such actors as critical action intellectuals (CAI), we analyze how CAI emerge in specific socio-environmental contexts and contribute to systemic change in governance. CAI trigger transformative change by shifting policy discourse, generating alternative evidence, and challenging dominant policy assumptions, whilst aiming to empower marginalized groups. While CAI do not work in a vacuum, nor are the sole force in transformation, we nevertheless show that the praxis of CAI within fields of environmental governance has the potential to trigger transformation. We illustrate this through three cases of natural resource governance in Nepal, Nicaragua and Guatemala, and Kenya, where the authors themselves have engaged as CAI. We contribute to theorising the 'how' of transformation by showing the ways CAI praxis reshape fields of governance and catalyze transformation, distinct from, and at times complementary to, other dominant drivers such as social movements, macroeconomic processes or technological breakthroughs.

Although many governments are assuming the responsibility of initiating adaptation policy in relation to climate change, the compatibility of "governance-for-adaptation" with the current paradigms of public administration has generally been overlooked. Over the last several decades, countries around the globe have embraced variants of the philosophy of administration broadly called "New Public Management" (NPM) in an effort to improve administrative efficiencies and the provision of public services. Using evidence from a case study of reforms in the building sector in Norway, and a case study of water and flood risk management in central Mexico, we analyze the implications of the adoption of the tenets of NPM for adaptive capacity. Our cases illustrate that some of the key attributes associated with governance for adaptation—namely, technical and financial capacities; institutional memory, learning and knowledge; and participation and accountability—have been eroded by NPM reforms. Despite improvements in specific operational tasks of the public sector in each case, we show that the success of NPM reforms presumes the existence of core elements of governance that have often been found lacking, including solid institutional frameworks and accountability. Our analysis illustrates the importance of considering both longer-term adaptive capacities and short-term efficiency goals in public sector administration reform.

Climate change introduces new challenges for humanitarian aid through changing hazard patterns. The linkages between climate change and humanitarian aid are complex. While humanitarian organisations deal directly with vulnerable populations, interventions and actions also form part of global politics and development pathways that are currently generating climate change, inequities and vulnerability. This IDS Bulletin represents a call for increasing engagement between humanitarian aid and adaptation interventions to support deliberate transformation of development pathways. Based on studies carried out as part of the 'Courting Catastrophe' project, we argue that humanitarian interventions offer several entry points and opportunities for a common agenda to drive transformational adaptation. Changes in political and financial frameworks are needed to facilitate longer-term actions; additionally, transformational adaptation demands moving from a mode of delivering expert advice and solutions to vulnerable populations, to taking up multiple vulnerability knowledges and making space for contestation of current development. ; publishedVersion

Adaptation research and practice too often overlooks the wider social context within which climate change is experienced. Mainstream approaches frame adaptation problems in terms of the consequences that flow from biophysical impacts and as a result, we argue, ask the wrong questions. A complementary approach gaining ground in the field, foregrounding the social, economic and political context, reveals differentiation in adaptation need, and how climate impacts interconnect with wider processes of change. In this paper, we illustrate how this kind of approach frames a different set of questions about adaptation using the case of Nepal. Drawing on fieldwork and a review of literature, we contrast the questions that emerge from adaptation research and practice that take climate risk as a starting point with the questions that emerge from examination of contemporary rural livelihoods. We find that while adaptation efforts are often centred around securing agricultural production and are predicated on climate risk management, rural livelihoods are caught in a wider process of transformation. The numbers of people involved in farming are declining, and households are experiencing the effects of rising education, abandonment of rural land, increasing wages, burgeoning mechanisation, and high levels of migration into the global labour market. We find the epistemological framing of adaptation too narrow to account for these changes, as it understands the experiences of rural communities through the lens of climate risk. We propose that rather than seeking to integrate local understandings into a fixed, impacts-orientated epistemology, it is necessary to premise adaptation on an epistemology capable of exploring how change occurs. Asking the right questions thus means opening up adaptation by asking: 'what are the most significant changes taking place in people's lives?', along with the more standard: 'what are the impacts of climate change?' Viewing adaptation as occurring between and within these two perspectives has the potential to reveal new vulnerabilities and opportunities for adaptation practice to act upon.
