This empirical research investigated the future outlook of Nigerian Agricultural Sector Growth in the light of global financial developments using linear and symmetric price transmission mechanism model (ECM). The study made use of annual time series data covering GDP-Agriculture and its subsectors which spanned from 1990-2012. The findings showed that long-run association exit between agriculture and its sub-sectors with the mother sector establishing long-run equilibrium with its sub-sectors, though the convergence rate was moderate as indicated by the attractor coefficient. Furthermore, results showed that all the sub-sectors have positive influence on GDP-Agriculture with crop sub-sector having a lead influence when compared to other subsectors. Therefore, the study recommends that government should adopt adjustment strategies that hinges on shoring-up gross agriculture revenue to compensate for the dwindling oil revenues given that the prospect for the country economy depend on the policies articulated for the medium-to-long term and the seriousness with which they are implemented.

Background In many countries, a young person who seeks medical care is not authorised to consent to their own assessment and treatment, yet the same child can be tried for a criminal offence. The absence of child and adolescent mental health legislation in most countries exacerbates the issues young people face in independently accessing mental healthcare. Countries with existing legislation rarely define a minimum age for mental health consent (MAMHC). In stark contrast, nearly all 196 nations studied maintain legislation defining a minimum age of criminal responsibility (MACR). Objective This review highlights inconsistent developmental and legal perspectives in defined markers of competency across medical and judicial systems. Methods A review of the MAMHC was performed and compared with MACR for the 52 countries for which policy data could be identified through publicly available sources. Findings Only 18% of countries maintain identifiable mental health policies specific to children's mental health needs. Of those reviewed, only 11 nations maintained a defined MAMHC, with 7 of 11 having a MAMHC 2 years higher than the country's legislated MACR. Conclusions With increasing scientific understanding of the influences on child and adolescent decision making, some investment in the evidence-base and reconciliation of the very different approaches to child and adolescent consent is needed. Clinical implications A more coherent approach to child and adolescent consent across disciplines could help improve the accessibility of services for young people and facilitate mental health professionals and services as well as criminal justice systems deliver optimal care.

Available from Wiley via the DOI in this record. ; BACKGROUND: Guidelines suggest the patient community should be consulted from the outset when designing and implementing basic biomedical research, but such patient communities may include conflicting views. We examined how engagement occurred in one such instance. OBJECTIVE: Our objective was to scrutinize patient and public involvement (PPI) by a pan-European biomedical consortium working to develop drugs to treat autism. We aimed to use this as an example to illustrate how PPI has been utilized in biomedical research. SETTING, PARTICIPANTS AND ANALYSIS: Two public events, one in the UK and one in Denmark were conducted as part of the consortium's on-going PPI activities in 2014 and 2015. Sixty-six individuals submitted written comments on the consortium's research after these events. The textual data produced were analysed using a thematic approach. Approximately 71% of respondents reported themselves to be adults on the autism spectrum or parents of children with autism. RESULTS: The themes identified illustrated major differences between some community concerns and the biomedical research agenda. While treating autism per se. was seen as problematic by some, treating specific co-occurring problems was seen as helpful in some circumstances. The biomedical consortium selected PPI with a limited user viewpoint at its outset and more widely once basic research was on-going. DISCUSSION: This case illustrates what we term "selective PPI" where only a sympathetic and/or limited patient viewpoint is included. The explosion of disinformation accompanying the COVID-19 pandemic has overloaded fact-checkers and media worldwide, and brought a new major challenge to government responses worldwide. Not only is disinformation creating confusion about medical science amongst citizens, but it is also amplifying distrust in policy makers and governments. To help tackle this, we developed computational methods to categorise COVID-19 disinformation. The COVID-19 disinformation categories could be used for a) focusing fact-checking efforts on the most damaging kinds of COVID-19 disinformation; b) guiding policy makers who are trying to deliver effective public health messages and counter effectively COVID-19 disinformation. This paper presents: 1) a corpus containing what is currently the largest available set of manually annotated COVID-19 disinformation categories; 2) a classification-aware neural topic model (CANTM) designed for COVID-19 disinformation category classification and topic discovery; 3) an extensive analysis of COVID-19 disinformation categories with respect to time, volume, false type, media type and origin source.

Utilising science and technology to maximize human performance is often an essential feature of military activity. This can often be focused on mission success rather than just the welfare of the individuals involved. This tension has the potential to threaten the autonomy of soldiers and military physicians around the taking or administering of enhancement neurotechnologies (e.g., pills, neural implants, and neuroprostheses). The Hybrid Framework was proposed by academic researchers working in the U.S. context and comprises "rules" for military neuroenhancement (e.g., ensuring transparency and maintaining dignity of the warfighter). Integrating traditional bioethical perspectives with the unique requirements of the military environment, it has been referenced by military/government agencies tasked with writing official ethical frameworks. Our two-part investigation explored the ethical dimensions of military neuroenhancements with military officers – those most likely to be making decisions in this area in the future. In three workshops, structured around the Hybrid Framework, we explored what they thought about the ethical issues of enhancement neurotechnologies. From these findings, we conducted a survey (N = 332) to probe the extent of rule endorsement. Results show high levels of endorsement for a warfighter's decision-making autonomy, but lower support for the view that enhanced warfighters would pose a danger to society after service. By examining the endorsement of concrete decision-making guidelines, we provide an overview of how military officers might, in practice, resolve tensions between competing values or higher-level principles. Our results suggest that the military context demands a recontextualisation of the relationship between military and civilian ethics.

Increasingly, national governments across the globe are prioritizing investments in neuroscience. Currently, seven active or in-development national-level brain research initiatives exist, spanning four continents. Engaging with the underlying values and ethical concerns that drive brain research across cultural and continental divides is critical to future research. Culture influences what kinds of science are supported and where science can be conducted through ethical frameworks and evaluations of risk. Neuroscientists and philosophers alike have found themselves together encountering perennial questions; these questions are engaged by the field of neuroethics, related to understanding of the nature of the self and identity, the existence and meaning of free will, defining the role of reason in human behavior, and more. With this Perspective article, we aim to prioritize and advance to the foreground a list of neuroethics questions for neuroscientists operating in the context of these international brain initiatives.
