The process of reinforcement of centralization as a dominating tendency in territorial regulating development is analyzed. It is demonstrated that the centralized model of regional policy has exhausted all its resources and is becoming an obstacle to territorial development. An alternative concept of regional policy, allowing for new factors of territories' development - decentralization of resources, competition, and strategic marketing - is suggested.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The article examines the vital problems of the theory of budget connected with development of this important economic category. The functions of budget and principles of the construction of budgetary system are characterized. Deficiencies in the normative base for the regulation of budgetary juridical relationships are noted as well as the flaws in the realization of budgetary process. The need for reorientation of budget for financing priority public needs is grounded.

The article considers the problem of bureaucratisation of the state and the most important social and economic consequences of this phenomenon. The essence of bureaucracy has been revealed, characteristic features of its functioning in Russia have been analyzed; the material base of bureaucracy and its dominating status in the society have been substantiated. The conclusion has been made that the process of changing the role of the budget to serve the interests of bureaucracy is being accomplished.

The article considers the state and prospects of development of fiscal federalism in Russia. The most important shortcomings of the system of budgetary regulation have been revealed and analyzed; the subsidiary nature of regional and local budgets forming has been proved. The conclusion about the deviation from the universally recognized principles of fiscal federalism in Russia and returning to the policy of centralized managing of state financial resources has been drawn.
