The aim in this paper is to highlight the importance of construction workers in the making of the built environment. After a discussion about the general nature of capital—labour relations in the construction industry, an example is taken of the recent history of the Builders' Labourers Federation of New South Wales, Australia. The impact of the union during the Sydney property boom of the 1970s is examined.

The paper introduces the concept of forms of housing production. These are defined as combinations of conditions of production, elements of labour process, and relations of production articulated through a particular constellation of agents (builder, labourer, developer, consumer). The following forms are identified: 'pure' capitalist, self-produced, individual contract, institutional contract, and speculative production.

This paper summarises the broad patterns of mortgage lending in Britain in the 1970s as a background to a case study of mortgage lending in Bristol. Building society lending is compared over time and is contrasted with the pattern of local authority mortgage lending. The results of the Support Lending Scheme are also discussed. Finally the whole issue of finance for homeownership, with particular reference to the inner city, is evaluated in a discussion of present policy trends and future policy alternatives.

In this paper the authors examine the role of councillors at the committee stage of development-control decisions. Their rejection of officer recommendations is studied for Bracknell District Council between 1974 and 1981. In rejecting recommendations, the committee may act to facilitate the approval of an application, or it may attempt to block a proposal. The issues at stake and the consequences of their actions are discussed.
