This chapter examines how the EU Common Fisheries Policy (CFP) has historically affected fisheries in West Africa, and how recently enacted reforms to the CFP may alter or perpetuate trends in this relationship. The CFP's historical impacts on West African states are explored through its various policy tools, as well as how CFP changes might affect relations between these countries and the EU, with implications for their wider economies. West African states represent some of Europe's closest neighbors, and the waters comprising their Exclusive Economic Zones (EEZs) are some of the most productive fishing grounds for European fleets. The interests of European fishing nations and those of coastal West African states have often been at odds, however, and scholars have argued that the combined CFP policies have led to a range of consequences, from degraded habitat and diminished stocks to conflicts between domestic and foreign fishers and stymied local economies. This historical legacy is here examined, using existing data and studies to assess these claims. Furthermore, the profound impacts of the EU CFP far beyond European waters are demonstrated, along with the possible impacts of recent changes in the EU CFP for West African fisheries. Multiple policies and reforms are addressed, including the discard ban, the implementation of Maximum Sustainable Yield (MSY), and the establishment of Sustainable Fisheries Partnership Agreements (SFPAs). The implications for West African fisheries are tremendous but also uncertain, and much will depend on the implementation of the rules in distant waters.

The relationship between natural resources and conflict is a complex issue, and has generated a significant volume of literature from a number of academic disciplines. There is a general consensus that the links between natural resources and conflict are significant, and current research suggests that since 1945, at least 40% of all intrastate conflicts contain a resource element. Furthermore, a link to natural resources and environment has been found to double the likelihood for conflict relapse within the first five years of a peace agreement. The Sierra Leone's Seas project was prepared for the UN Environment Program- Sierra Leone, and fulfilled a requirement for a Masters of Advanced Studies through the Center for Marine Biodiversity and Conservation. The project assesses the role of marine resources in the peacebuilding and development of post-conflict Sierra Leone. The assessment is threefold, and the objectives are: 1. To conduct an assessment of recent and current work within the marine resource sector, in order identify the major priorities, challenges, opportunities, and active organizations 2. To identify gaps and areas of overlap, in order to assist stakeholders in pursuing strategic projects and increasing collaboration 3. To assist the UNEP office in Sierra Leone in identifying potential projects within the marine sector.

The Kiribati 2019 Integrated Household Income and Expenditure Survey (Integrated HIES) embeds novel ecological and human health research into an ongoing social and economic survey infrastructure implemented by the Pacific Community in partnership with national governments. This study seeks to describe the health status of a large, nationally representative sample of a geographically and socially diverse I-Kiribati population through multiple clinical measurements and detailed socio-economic surveys, while also conducting supporting food systems research on ecological, social, and institutional drivers of change. The specific hypotheses within this research relate to access to seafood and the potential nutritional and health benefits of these foods. We conducted this research in 21 of the 23 inhabited islands of Kiribati, excluding the two inhabited islands—Kanton Islands in the Phoenix Islands group with a population of 41 persons (2020 census) and Banaba Island in the Gilbert Islands group with a population of 333 persons (2020 census)—and focusing exclusively on the remaining islands in the Gilbert and Line Islands groups. Within this sample, we focused our intensive human health and ecological research in 10 of the 21 selected islands to examine the relationship between ecological conditions, resource governance, food system dynamics, and dietary patterns. Ultimately, this research has created a baseline for future Integrated HIES assessments to simultaneously monitor change in ecological, social, economic, and human health conditions and how they co-vary over time.

The potential implications for Pacific Island economies in 2050 include an average decline in purse-seine catch of 20% (range = −10% to −30%), an average annual loss in regional tuna-fishing access fees of US$90 million (range = −US$40 million to –US$140 million) and reductions in government revenue of up to 13% (range = −8% to −17%) for individual Pacific SIDS. Redistribution of tuna under a lower-emissions scenario (RCP 4.5) is projected to reduce the purse-seine catch from the waters of Pacific SIDS by an average of only 3% (range = −12% to +9%), indicating that even greater reductions in greenhouse gas emissions, in line with the Paris Agreement, would provide a pathway to sustainability for tuna-dependent Pacific Island economies. An additional pathway involves Pacific SIDS negotiating within the regional fisheries management organization to maintain the present-day benefits they receive from tuna, regardless of the effects of climate change on the distribution of the fish.
