Are regions within a country really independent islands? Do economic relations and effects really have a homogenous, unique size across an entire country? These two assumptions are often imposed implicitly in empirical economic and social research. In his doctoral thesis, Norbert Schanne discusses how statistical methods can deviate from this unrealistic model structure through employing spatial patterns in both observable variables and presumed relations. Opportunities to improve our understanding of the economy as well as chances and perils in the application of such methods are demonstrated in a number of studies on aspects of regional labour market dynamics. Warum sollen Regionen innerhalb eines Landes unabhängige Inseln sein? Und warum sollen, über das gesamte Land hinweg, einheitlich starke ökonomische oder soziale Wirkungszusammenhänge bestehen? Diese zwei Annahmen werden in der angewandten empirischen Wirtschafts- und Sozialforschung üblicherweise implizit unterstellt. Wie in statistischen Verfahren von dieser unrealistischen Modellstruktur unter Ausnutzung der räumlichen Strukturen in beobachteten Variablen und unterstellten Zusammenhängen abgewichen werden kann, diskutiert Norbert Schanne im vorliegenden Band. Möglichkeiten, unser Verständnis der Ökonomie zu vertiefen, werden ebenso verdeutlicht, wie Chancen und Tücken beim Einsatz der Methoden in Studien zu verschiedenen Aspekten der Arbeitsmarktdynamik.

The development of employment and unemployment in regional labour markets is known to spatially interdependent. Global Vector-Autoregressive (GVAR) models generate a link between the local and the surrounding labour markets and thus might be useful when analysing and forecasting employment and unemployment even if they are non-stationary or co-trending. Furthermore, GVARs have the advantage to allow for both strong cross-sectional dependence on ``leader regions' and weak cross-sectional, spatial dependence. For the recent and further development of labour markets the economic situation (described e.g. by business-cycle indicators), politics and environmental impacts (e.g. climate) may be relevant. Information on these impacts can be integrated in addition to the joint development of employment and unemployment and the spatial link in a way that allows on the one hand to carry out economic plausibility checks easily and on the other hand to directly receive measures regarding the statistical properties and the precision of the forecasts. Then, the forecasting accuracy is demonstrated for German regional labour-market data in simulated forecasts at different horizons and for several periods. Business-cycle indicators seem to have no information regarding labour-market prediction, climate indicators little. In contrast, including information about labour-market policies and vacancies, and accounting for the lagged and contemporaneous spatial dependence can improve the forecasts relative to a simple bivariate model.

"Das Saarland hat als frühere Montanindustrieregion in der Vergangenheit einen tief greifenden sektoralen Strukturwandel erlebt. Trotz einer diversifizierten Wirtschaftsstruktur ist der Dienstleistungssektor im Saarland deutlich unterrepräsentiert. Neben Bayern ist es das einzige Bundesland, das in den 1990er Jahren einen Beschäftigungszuwachs verzeichnete. Dieses Wachstum kann durch die Zuwächse der noch immer vergleichsweise kleinen Dienstleistungsbranchen nur zum Teil erklärt werden. Traditionelle Theorien des Strukturwandels greifen daher für die Erklärung des saarländischen Sonderweges zu kurz. Der vorliegende Beitrag analysiert auf der Grundlage einer Shift-Share-Regression, auf welchen struktur- und regionsspezifischen Einflussfaktoren der Beschäftigungszuwachs im Saarland im Zeitraum von 1993-2001 beruht und wie nachhaltig dieser Erfolg ist." The geographical distribution and persistence of regional/local unemployment rates in heterogeneous economies (such as Germany) have been, in recent years, the subject of various theoretical and empirical studies. Several researchers have shown an interest in analysing the dynamic adjustment processes of unemployment and the average degree of dependence of the current unemployment rates or gross domestic product from the ones observed in the past. In this paper, we present a new econometric approach to the study of regional unemployment persistence, in order to account for spatial heterogeneity and/or spatial autocorrelation in both the levels and the dynamics of unemployment. First, we propose an econometric procedure suggesting the use of spatial filtering techniques as a substitute for fixed effects in a panel estimation framework. The spatial filter computed here is a proxy for spatially distributed region-specific information (e.g., the endowment of natural resources, or the size of the 'home market') that is usually incorporated in the fixed effects parameters. The advantages of our proposed procedure are that the spatial filter, by incorporating region-specific information that generates spatial autocorrelation, frees up degrees of freedom, simultaneously corrects for time-stable spatial autocorrelation in the residuals, and provides insights about the spatial patterns in regional adjustment processes. We present several experiments in order to investigate the spatial pattern of the heterogeneous autoregressive parameters estimated for unemployment data for German NUTS-3 regions. We find widely heterogeneous but generally high persistence in regional unemployment rates.

Was macht Gründungen aus Arbeitslosigkeit anders?" Um diese Frage zu beantworten, entwickeln wir einen theoretischen Ansatz für die Gründungsaktivität aus Arbeitslosigkeit. Weiterhin schätzen wir räumlich-autoregressive Modelle für die regionalen Gründungsraten aus Arbeitslosigkeit und Beschäftigung mit deutschen Daten von 1999 bis 2004 auf Ebene der deutschen Kreise. Agglomerationsexternalitäten haben ebenso wie die meisten Variablen, die personenbezogene Merkmale der Populationen von möglichen Gründern beschreiben, einen ähnlichen Effekt auf beide Gründungsraten. Auf unterschiedliche Art und Weise werden sie dagegen vom regionalen Lohnniveau und der Wahrscheinlichkeit des unternehmerischen Erfolgs beeinflusst. Insbesondere bei der Gründungsrate aus Arbeitslosigkeit wird der regionale Einfluss dieser Determinanten durch räumliche Spillovers und räumliche Feedback-Effekte verstärkt.

"We forecast unemployment for the 176 German labour-market districts on a monthly basis. Because of their small size, strong spatial interdependencies exist between these regional units. To account for these as well as for the heterogeneity in the regional development over time, we apply different versions of an univariate spatial GVAR model. When comparing the forecast precision with univariate time-series methods, we find that the spatial model does indeed perform better or at least as well. Hence, the GVAR model provides an alternative or complementary approach to commonly used methods in regional forecasting which do not consider regional interdependencies." (author's abstract)

"Die geographische Verteilung und die Persistenz (das Beharrungsvermögen von Schocks) von regionalen bzw. lokalen Arbeitslosenquoten in heterogenen Volkswirtschaften (wie bspw. Deutschland) war in den vergangenen Jahren Gegenstand zahlreicher theoretischer und empirischer Studien. Besonderer Augenmerk lag auf den dynamischen Anpassungsprozessen der Arbeitslosigkeit und am durchschnittlichen Grad der Abhängigkeit der gegenwärtigen Arbeitslosigkeit (alternativ auch des GDP) von ihrer Verteilung in der Vergangenheit. Hier präsentieren wir einen neuen ökonometrischen Ansatz zur Analyse der Persistenz der Arbeitslosigkeit, welcher der regionalen Heterogenität und der räumlichen Autokorrelation in den Niveaus und der Dynamik Rechnung trägt. Zunächst diskutieren wir die Verwendung eines räumlichen Filters als Substitut für Fixe Effekte in einem Panel-Schätzansatz. Der räumliche Filter dient als Proxy für regionsspezifische Information (z.B. bzgl. der Ausstattung an natürlichen Ressourcen oder bzgl. der Größe des Marktes im Einzugsgebiet), die üblicherweise in fixen Effekten aufgefangen werden; analoges gilt für die Filtermodellierung der heterogenen Dynamik. Das vorgestellte Verfahren bietet den Vorteil, dass der räumliche Filter -durch parameter-sparsames Auffangen der Information, die räumliche Korrelation erzeugt- die Zahl der Freiheitsgrade erhöht, gleichzeitig auf zeitkonstante räumliche Korrelation in den Residuen kontrolliert und Einsicht gibt in die räumlichen Muster der regionalen Anpassungsprozesse. Es werden verschiedene Untersuchungen bzgl. der regionalen Muster in den heterogenen autoregressiven Parametern dargestellt, die mit Arbeitslosigkeitsdaten für die deutschen Kreise geschätzt werden. In der regionalen Arbeitslosigkeit finden wir einen allgemein hohen, dennoch recht heterogenen Grad an Persistenz." (Autorenreferat)

"The labour-market policy-mix in Germany is increasingly being decided on
a regional level. This requires additional knowledge about the regional development
which (disaggregated) national forecasts cannot provide.
Therefore, we separately forecast employment for the 176 German labour-
market districts on a monthly basis. We first compare the prediction
accuracy of standard time-series methods: autoregressive integrated
moving averages (ARIMA), exponentially weighted moving averages
(EWMA) and the structural-components approach (SC) in these small spatial
units. Second, we augment the SC model by including autoregressive
elements (SCAR) in order to incorporate the influence of former periods of
the dependent variable on its current value. Due to the importance of spatial
interdependencies in small labour-market units, we further augment
the basic SC model by lagged values of neighbouring districts in a spatial
dynamic panel (SCSAR).
The prediction accuracies of the models are compared using the mean absolute
percentage forecast error (MAPFE) for the simulated out-of-sample
forecast for 2005. Our results show that the SCSAR is superior to the
SCAR and basic SC model. ARIMA and EWMA models perform slightly better
than SCSAR in many of the German labour-market districts. This reflects
that these two moving-average models can better capture the trend
reversal beginning in some regions at the end of 2004. All our models
have a high forecast quality with an average MAPFE lower than 2.2 percent." [authors abstract]

Für Analysen zu Nachbarschaftseffekten mangelt es an Individualdaten, die ausreichend Informationen zur direkten Nachbarschaft der Individuen beinhalten. Auf Ebene der Postleitzahlen soll diese Lücke mit dem DIW-IAB-RWI-Nachbarschaftspanel für Arbeitsmarktdaten geschlossen werden. Auf Grundlage der Integrierten Erwerbsbiografien (IEB) wurden aggregierte Daten zu sozialversicherungspflichtigen Beschäftigten und Arbeitslosen generiert. Diese Daten können an das Sozio-ökonomische Panel und weitere Datensätze der beteiligten FDZ angespielt werden.
