In the current article the research of the institutional support has been made as well as the study of the main periods and the peculiarities of the development of the oil and gas complex of the Crimea area in the period of the World War II and in 1954. The goal of the article is the complex analysis of the political system of USSR in the formation of institutions which carried out the exploration of oil and gas in the Crimea and the main areas of their activity as well as the changes in the approaches to the further development of oil and gas in the Crimea peninsula after its incorporation into Ukrainian SSR. In the process of analysis, the author used the problem-chronological method as well as the method of the systemic analysis. As the result of the research, the author has found out that the structure of the institutional support of oil and gas complex in the Crimea area in the period of its continuance as a part of Russian Soviet Federative Socialist Republic did not provide the effective development of the resources available in the peninsula. The development of the oil and gas field in the Crimea peninsula was not important for the council of ministers of Russian Soviet Federative Socialist Republic as well as for the specialized institutions of the Federal government. Moreover, the exploration of the promising oil and gas fields in the Crimea was focused on the Kerch peninsula. The transfer of the Crimea region from the USSR to Ukrainian SSR in 1954 created the possibilities for the changes in the institutional background of the development of oil and gas complex in the Crimea as well as opened up the question of development of the promising oil and gas areas in the peninsula. ; У статті на основі архівних матеріалів здійснено дослідження інституційного забезпечення і основних етапів та особливостей розвитку нафтогазового комплексу Кримської області у період після Другої світової війни та у 1954 р. Метою статті є комплексний аналіз політики СРСР у формуванні інституцій, які здійснювали освоєння родовищ нафти і газу в Криму та основних напрямів їх діяльності, а також змін у підходах до подальшого розвитку нафтогазового комплексу Кримського півострова після його включення до складу УРСР 1954 р. Автором у процесі дослідження застосовано як проблемно-хронологічний метод, так і методику системного аналізу. У результаті здійсненого дослідження автором встановлено, що структура інституційного забезпечення нафтогазового комплексу Кримської області у період її перебування в складі РСФРР не давала змоги для ефективного освоєння ресурсів півострова. Розвиток нафтогазової галузі в Криму для Ради Міністрів РСФРР і профільних інституцій Союзного Уряду не мав вагомого значення. Також, розвідку перспективних нафтових і газових родовищ у Криму було зосереджено на Керченському півострові. Передача Кримської області до складу УРСР 1954 р. закладає можливості для зміни інституційної бази розвитку нафтогазового комплексу в Криму, а також до постановки питання про освоєння перспективних нафтогазоносних площ на півострові.

The author of the current article has made a research of the activity of the institutions in the command-administrative system of USSR as the permanent representative of the Council of Ministers of Ukrainian SSR in Moscow in the period of 1950–1954. The main method used in the research is problem-chronological, based on which the analysis of the information in the archival materials has been made. The necessity of the functioning of such institution as Permanent Representative of the Council of Ministers of Ukrainian SSR in Moscow was stipulated for the necessity to gain the efficient information by the Communist Party of Ukraine and the Council of Ministers of Ukrainian SSR concerning the decision of the union authorities and the management of USSR regarding the questions relevant for the Ukrainian SSR. Moreover, Permanent Representative of the Council of Ministers of Ukrainian SSR in Moscow was doing the active work related to lobbying of the interests of the republic in the agencies of the Federal Government. In the period of 1950–1954 the process of the social-economical integration of the Crimea area with the Ukrainian SSR has taken place, which was caused by the development of the programs of building Kakhovka Hydroelectric Power Plant, Southern-Ukrainian and Northern-Crimea channels and development of the southern regions of the USSR and the northern regions of the Crimea as an integral economic complex. All these programs gave the possibility for the economic recovery of the Crimea Peninsula and the efficiency of investing resources required for its development. The research of the activity of Permanent Representative of the Council of Ministers of Ukrainian SSR in Moscow in the period of the social-economic integration of the Crimea with Ukrainian SSR has given the possibility for the evaluation of the impact of Ukrainian nation in the process of the revival of the Crimea and finding an effective model of management interaction of the mainland with the peninsula. ; Автором статті здійснено дослідження діяльності в командно-адміністративній системі СРСР 1950–1954 рр. такої інституції, як Постійне ПредставництвоРади Міністрів УРСР у Москві. Основний метод, застосований у дослідженні, є проблемно-хронологічний, спираючись на який здійснено аналіз інформації архівних матеріалів. Необхідність функціонування такої інституції як Постійне Представництво Ради Міністрів УРСР у Москві обумовлюва лась потребою отримання оперативної інформації ЦК КП(б)У і Радою Міністрів УРСР про рішення загальносоюзних органів влади і управління СРСР щодо питань, які були актуальними для УРСР. Також, Представництво УРСР у Москві здійснювало активну роботу щодо лобіювання інтересів республіки в органах Союзного Уряду. У період 1950–1954 рр. відбувається про- цес соціально-економічної інтеграції Кримської області із УРСР, який був обумовлений розгортанням програми будівництва Каховської ГЕС, Південно-Українського і Північно-Кримського каналів та освоєння південних районів УРСР і північних районів Криму як цілісного господарського комплексу. Усі ці програми відкривали можливості для пожвавлення економіки Кримського півострова і підвищення ефективності вкладення ресурсів у його розвиток. Дослідження діяльності Постійного Представництва УРСР у Москві у період соціально-економічної інтеграції Криму із УРСР розкриває можливості для оцінки внеску українського народу у процес відродження Криму та пошуку ефективної моделі управлінської взаємодії півострова із материком.

The article examines the problem of the attempt to create judicial bodies for the consideration of cases related to the responsibility of citizens of the UPR who were civil servants in the evacuation in Tarniv (Tarnuv) in Poland in July-August 1920. At the same time, Ukrainian state institutions, as a result of the offensive of the Red Army in the territory of Ukraine, were forced to be evacuated to Poland and housed in the city of Tarniv. The Ministry of Internal Affairs of the UРR has initiated the creation of judicial bodies in this city, which would consider cases concerning employees of the state institutions of the UPR. Thus, there was an opportunity to ensure the functionality and efficiency of the work of the governmental institutions of the UРR in the conditions of their stay on the territory outside of Ukraine. This initiative was under consideration by the Ministry of Justice of the UPR, which submitted it for consideration to the Ministry of Foreign Affairs, taking into account the need to clarify the issue of the status of the UPR citizens evacuated to Poland. This issue was important, given its complexity, since the system of Polish law and justice was in the stage of formation. Also, the starting point for negotiations between Poland and the RSFSR and the Ukrainian SSR on the conclusion of an armistice in the Soviet-Polish war of 1920 played an important role for the UPR. Therefore, the problem of establishing a separate court for civil servants of the governmental institutions of the UРR was important in preserving their functionality and legitimacy. ; У статті досліджується проблема спроби створення судових органів для розгляду справ пов'язаних із відповідальністю громадян УНР, які були державними службовцями, в евакуації у місті Тарнів (Тарнув) у Польщі в липні-серпні 1920р. Водночас українські державні інституції, в результаті наступу Червоної армії на території України, були вимушені евакуюватися до Польщі і розмістилися у місті Тарнів. Міністерство внутрішніх справ УНР висунуло ініціативу створення у цьому місті судових органів, у яких би розглядалися справи щодо службовців державних інституцій УНР. Таким чином, виникала можливість забезпечити функціональність й ефективність роботи урядових інституцій УНР в умовах їх перебування на території за межами України. Ця ініціатива перебувала на розгляді у Міністерстві юстиції УНР, котре передало її на розгляд до Міністерства закордонних справ, зважаючи на необхідність роз'яснення питання щодо статусу евакуйованих до Польщі громадян УНР. Дане питання мало важливе значення, зважаючи на його складність, адже система польського законодавства і судочинства перебувала у стадії формування. Також, важливу роль відігравав для УНР фактор початку переговорів між Польщею та РРФСР і УСРР щодо укладення перемир'я у радянсько-польській війні 1920р. Тому проблема створення окремого суду для державних службовців урядових інституцій УНР мала важливе значення у збереженні їх функціональності й легітимності.
