En este trabajo nos preguntamos, en el marco de un modelo de crecimiento endógeno con acumulación de capital humano, en un contexto determinista, si es posible reducir el tipo impositivo de diferentes impuestos financiadores de una senda predeterminada de gasto de modo que se permita equilibrar el presupuesto en el largo plazo (sin incrementar en períodos posteriores los impuestos). Si se encuentran estas menores tasas impositivas que equilibran el valor presente del presupuesto del gobierno, estará justificada la reducción de impuestos ya que se generarán incrementos en el bienestar. Además nos preguntamos qué tipo impositivo es adecuado reducir, desde el punto de vista del bienestar y desde el punto de vista del tamaño de la deuda que genera con su recorte. Concluimos que los impuestos que gravan las rentas de capital no son los que generan mejoras superiores en el bienestar de los agentes si bien el nivel de deuda sobre el output generado hasta que es amortizado es menor que el generado por el recorte de otros impuestos. Por último, analizamos el efecto de estas reducciones en los tipos impositivos en el marco de este modelo donde el gobierno puede financiar su gasto no sólo mediante impuestos y deuda, sino también mediante la emisión de dinero. Estudiamos si el gobierno es indiferente, en algún sentido, entre incrementar la deuda o el dinero para financiar el déficit presupuestario provocado por la reducción de alguna tasa impositiva y si el control de la inflación ofrece un mayor grado de eficacia en la reducción de impuestos. Abstract: In an endogenous growth model with human capital acumulation, I discuss the feasibility of a reduction in a marginal tax rate on labor and capital income, given a predeterminated path for government expenditures. A permanent tax cut is feasible if it can be compensated by an increase in the tax base due to a dynamic Laffer curve effect. En este trabajo se presenta el estado actual de conocimiento del problema de la política fiscal óptima, así como hacia dónde se dirigen las líneas de investigación en este área. En particular se describen los principales resultados derivados de cómo un gobierno debe ejecutar la política fiscal óptima en una gran variedad de contextos: desde un marco estático hasta un marco dinámico tanto determinista como estocástico, y desde modelos con agente representativo hasta modelos de generaciones solapadas. Destacamos que los resultados no son muy dispares entre los diferentes tipos de contextos y modelos, para una estructura de preferencias comúnmente utilizada. En general, resultados como que el impuesto sobre las rentas de capital debe ser nulo a largo plazo, aunque inicialmente deben ser gravadas a tasas confiscatorias, y que los tipos impositivos sobre la renta del trabajo y sobre el consumo deben ser uniformes, son habituales en muy diferentes contextos. Sin embargo, han surgido nuevas líneas de investigación que tratan de, por un lado, obtener resultados que puedan llevarse a la práctica real, y, por otro, modelizaciones que eviten el problema de la inconsistencia temporal o el de la indeterminación de la política fiscal en contextos con incertidumbre. ABSTRACT: This paper presents the state of art in optimal fiscal policy, focusing on the more promising research lines in this topic. In particular, we show the main results on how the government must implement optimal fiscal policy in different frameworks: from static to dynamic stochastic settings and, from infinite horizon to overlapping generations models. For a commonly used structure of preferences (time separable and homothetic), results are not very different among the several settings. We study the dynamic properties of an endogenous growth model with pollution in which the government can control the pollution through distorting taxes on the pollutant firms and through public abatement activities. First, we characterize the conditions for indeterminacy of equilibria when the government is benevolent and chooses its tax policy by taking into account the decentralized competitive equilibrium. Under this second best setup we show that two balanced growth paths can be found (one with a low level of pollution and the other with a high level) both of which can be locally indeterminate. Therefore, under indeterminacy, the optimal public policies do not guarantee that the economy will converge towards the steady state characterized by a low level of pollution and neither guarantee that the economy will display, along the transition, low levels of pollution. Second, we show that the central planner solution might also display indeterminacy; in particular, two Pigouvian taxes can be found. Estudiamos las propiedades dinámicas de un modelo de crecimiento endógeno con contaminación en el que el gobierno puede controlar la contaminación mediante impuestos distorsionantes sobre las empresas que contaminan y mediante actividades públicas encaminadas a reducir la contaminación. In an endogenous growth model with public consumption and public investment, we explore the time-consistent optimal choice for two policy instruments: an income tax rate and the split of government spending between consumption and investment. We show that under the time-consistent, Markov policy, the economy lacks any transitional dynamics and also that there is local and global determinacy of equilibrium. We compare the Markovian optimal policy with the Ramsey policy as well as with the solution to the planner's problem under lump-sum taxation. For empirically plausible parameter values we find that the Markov-perfect policy implies a higher tax rate and a larger proportion of government spending allocated to consumption than those chosen under a commitment constraint. As a result, economic growth is slightly lower under the Markov-perfect policy than under the Ramsey policy, with growth under lump-sum taxes being highest.

In an endogenous growth model with public consumption and investment and an elastic labour supply, we explore the time-consistent optimal choice for two policy instruments: an income tax rate and the split of government spending between consumption and investment. We compare the Markovian optimal policy with the Ramsey policy, extending previous works that characterized optimal fiscal policy either in an exogenous growth framework, assuming an exogenously given split of income between consumption and investment, or an inelastic supply of labour. The Markov-perfect policy implies a higher income tax rate. To compensate for the lower disposable income, a larger proportion of government spending is allocated to consumption than those chosen under a commitment constraint on the part of the government. As a result, economic growth is slightly lower under the Markov-perfect policy than under the Ramsey policy. The welfare loss relative to the benevolent planner's solution is mainly due to the difference in growth rates.

In a very stylized endogenous growth economy with pollution and private abatement activities and without any production externality, we show that the government may exploit dynamic Laffer effects to achieve a double dividend through an environmental tax reform, while fulfilling its commitment to provide an exogenously specified sequence of expenditures in the form of lump-sum transfers to consumers.

In a one sector growth model with pollution in the utility function, the competitive equilibrium can be indeterminate for plausible values of the intertemporal substitution elasticity of consumption and under constant returns to scale. The tax rate on pollution does not enter the condition characterizing indeterminacy. This means that the government is not able to control emissions in the economy by using environmental policies. Non-separability between private consumption and pollution in the utility function is crucial for this result.
