IN THE PAST, THE BASIC PATTERN OF INTERNATIONAL MONETARY REFORM HAS CONSISTED OF STOP GAP MEASURES TO SHORE UP THE DOLLAR. RECENT STRUCTURAL CHANGES IN THE WORLD POLITICAL ECONOMY INDICATE THESE PAST MEASURES AND PURE MARKET RATIONALITY REFORMS ARE COUNTERPRODUCTIVE. THE ARTICLE OFFERS PROPOSALS WHICH COULD PROVIDE INTERNATIONAL MONETARY STABILITY.
