THE AUTHOR DESCRIBES A COURSE IN PUBLIC SECTOR OPERATIONS MANAGEMENT THAT VIEWS GOVERNMENT AS A PRODUCER OF SERVICES AND AN ENFORCER OF REGULATIONS. THE OPERATIONAL ORIENTATION OF THIS COURSE EMPHASIZES BOTH ANALYTIC SKILLS AND IMPLEMENTATION ISSUES. TRAINING IN THIS FIELD BEING A RESPONSE TO INCREASED DEMANDS FOR THE IMPROVED PERFORMANCE OF GOVERNMENT PROGRAMS.
