The role of the French regions in economic intervention since the decentralisation reforms of the 1980s has been considerably more significant than recent appraisals have suggested. The diversity in the strategies adopted from one region to another indicates an increased capacity to shape policy initiatives according to their own priorities. The enhancement of regional autonomy is examined in the case of Brittany, where the development of an original pattern of local authority relations in the sphere of economic intervention has helped to overcome some of the obstacles to the effective functioning of the system instituted by the decentralisation programme.

A discussion of multiculturalism & language policy in France is presented with focus on social & political attitudes toward Diwan, the independent Breton-language school movement. Review of the political efforts over the last two decades of the Breton national movement & other political groups to institutionalize a national policy of pluralism is presented. It is argued that despite continued resistance to cultural diversity in France, efforts to revitalize minority languages & cultures are succeeding, albeit slowly & incompletely.
