summary The purpose of the article is to explain the liberal and realist discourses that underpinned the Canadian International Security Policy (CISP) during the post-Cold War. In particular, it offers evidence to show that Canadian governments inevitably debate between cosmopolitan values and strategic interests in formulating their respective policies of international security. After considering how liberal and realist orientations of this policy have been studied in the literature on CISP, it explains the specific liberal and realist discourses that have shaped international security policies of the governments of Jean Chrétien (1993-2003), Paul Martin (2003-2006) and Stephen Harper (2006 -). As a final consideration, it intends to elucidate the progressive way in which the various Canadian governments have been adopting the United States' cosmopolitan values and interests regarding international security. © 2014 Universidad Nacional de Colombia. United Nations peacekeeping soldiers commit atrocities while deployed despite their mandate to protect civilians from harm. Yet, there is tremendous variation across missions in reported human rights abuses. Why are some missions more susceptible to misconduct than others? To answer this puzzle, we identify three broad sources of influence on peacekeeper behavior: institutions, society, and military culture. Using newly collected data, we find that host-country and contributing-country institutions, particularly press freedoms and rule of law, dramatically decrease violations. Compliance with international humanitarian law also decreases violations, though to a lesser degree than institutions. Societal influences, such as gender norms and income inequality, have virtually no impact on abuses. We illustrate the utility of these findings by generating out-of-sample predictions for hypothetical peacekeeping missions in countries with recent political turmoil.

In this paper we discuss inclusiveness of identification among farmers in Galicia (Spain) and The Netherlands. Identification with three nested categories - farmers in the local community, farmers in the country, and farmers in Europe was assessed among 167 Dutch and 248 Galician farmers at three points in time: winter of 1993/94, winter 1995 and fall 1995. Our findings suggest that inclusiveness reduces the level of identification. However, the observed patterns of identification were more complex than inclusiveness per se can account for. Borrowing from the common ingroup-identity model, functional and socialization models of identity formation, and a model of politicized collective identity we formulated hypotheses about patterns of identification that were to be expected. On the whole our findings supported our theoretical reasoning. Galician farmers appear to identify much less with farmers in their country and Europe than Dutch farmers do. Inclusiveness of identification appears to be linked to experience with national and supranational political institutions. More political knowledge and involvement appear to generate more inclusive patterns of identification. Among Galician farmers evaluation of the agricultural policy of the European Union is negatively related to identification with farmers in Europe, among Dutch farmers the two are positively related. Draws on questionnaire data from 356 residents of Galicia, Spain, ages 18-23, to investigate the determinants of political participation, integrating social & individual variables in the analysis of both the decision to participate & the type of political action taken. The differential contributions of the variables in different types of actions were tested through discriminatory analysis, using a hypothetical mobilization to increase state funds to create more jobs for youth as the motive. Results indicate that, rather than self-interest, it is the stated goal -- interest in politics as well as influence of peers -- that determines active participation. Federally Qualified Health Centers--commonly referred to as Community Health Centers (CHCs)--serve as critical safety net providers for those who are uninsured or who may become uninsured. This policy brief reports the findings from the Remaining Uninsured Access to Community Health Centers (REACH) research project, which sought to identify the impact of the Affordable Care Act (ACA) on the ability of CHCs to serve the remaining uninsured. We examined strategies undertaken by CHCs in four states to reinforce the local safety net through partnerships, improvements to the local health system, and advocacy. With the uncertainties about whether Medicaid expansion will be continued or will be handed over to the states with limited oversight, partnerships both among CHCs and between CHCs and others in the health care system and beyond may become even more important.

Abstract. The recent discovery of voluminous submarine landslides along the Owen Ridge may represent a source of tsunami hazard for the nearby Oman coast. We assess the severity of this potential hazard by performing numerical simulations of tsunami generation and propagation from the biggest landslide (40 km3 in volume) observed along the Owen Ridge. A finite-difference model, assimilating the landslide to a visco-plastic flow, simulates tsunami generation. Computation results show that Salalah city (190 000 inhabitants) is impacted by 2.5 m-high tsunami waves one hour after sediment failure. Higher wave elevation values (4 m) are reached in the low populated Sawqara Bay over 80 min after slide initiation. Although large submarine failures along remote oceanic ridges are infrequent, this study reveals an underestimated source of tsunami hazard in the Arabian Sea.
