Se describe la actual tendencia de lo abierto, que incluye conceptos como transparente, democrático, compartido, colectivo, libre, común, procomún., con áreas de trabajo como open access, open data, linked open data, curación de datasets, open content, open research, open education, open innovation, open knowledge. Estos temas fueron tratados en las 13as Jornadas españolas de documentación (Fesabid 2015) los días 28-29 de mayo en Gijón, integrados en 3 ejes: 1) Información pública, datos y colecciones abiertas: Administración más transparente y cultura más compartida, 2) Investigación abierta: del open access al open data, y 3) Educación abierta y nuevas competencias: reactivando la función educadora de las bibliotecas y los servicios de información. ; The current openness trend includes concepts such as transparency, democracy, sharing, collective, free, common, or commons, and working areas such as open access, open data, open linked data, dataset curation, open content, open research, open education, open innovation, or open knowledge. All these issues were addressed in the 13th Jornadas españolas de documentación (Fesabid 2015, 28-29 May, Gijón, Spain). The conference offered 3 tracks: 1) Public information, open data and collections: transparent administration and shared culture; 2) Open research: from open access to open data; and 3) Open education and new skills: reactivating the educational role of libraries and information services.

Este artículo hace una revisión del concepto de esquemas de metadatos, tipología y uso para la recuperación de información, preservación y acceso en el contexto actual de los registros digitales y archivos, así como las taréas de gesión de registros (recordkeeping) en torno a ellos. Se analizan los cambios y retos en la descripción de documentos, desde los estándares tradicionales como las ISAD (G) hasta los más nuevos estándares de metadatos basados en el metalenguaje XML y en modelos semánticos de esquemas de metadatos. Trata especialmente la reflexión sobre los retos que implica la gestión y recuperación de registros digitales en la inminente Administración electrónica, gobierno online y todos los aspectos relacionados con las transacciones electrónicas y la burocracia en la Sociedad de la Información actual. ; This paper makes a revision of metadata schemas concept, typology and use for information discovery, preservation and access in the current digital records and archives landscape, as well as the recordkeeping tasks around them. It analyses the changes and challenges in document description, from the traditional standards like ISAD (G) to the most new metadata standards founded on XML metalanguage and in a semantic model of metadata schemas. It deals with specially the reflection about the challenges on digital records management and retrieval in the face of imminent electronic Administration, Government online and all issues related to electronic transactions and public bureaucracy in the nowadays Information Society.

En este documento, se trata de plantear una reflexión en torno a los retos que implica la gestión, tratamiento y recuperación de información de documentos digitales ante la inminencia de la Administración electrónica. Se parte de los principios y parámetros que caracterizan las políticas de información actuales y la Sociedad de la Información que éstas promueven y encomian, en torno al Gobierno online. Se desarrolla posteriormente la tendencia tecnológica de la gestión de metainformación para el almacenamiento y organización de objetos de información digital producidos y/o recibidos por la Administración del siglo XXI. Aludimos también al cambio estratégico que deben realizar, tanto archivos como archiveros, a tenor del cambio de paradigma que implica el tratamiento documental a través de metadatos frente a la descripción archivística tradicional. ; In this chapter it is presented a reflection about the challenges of information management and retrieval of digital documents regarding the evident electronic Administration. We start from the principles and parameters featuring the current Information Society policies that promote and encourage the Government online. The paper also deals with the technological trend of metainformation management to record and organize digital information produced or received by the XXI century Administration. It is also discussed the strategic change that the archives and archivist must do for the change of paradigm implied on the metadata for digital information management against the traditional archivist description.

Godwin's Memoirs of Mary Wollstonecraft are a mixture of innovation and tradition in eighteenth-century life writing. In his readings of Hume, Gibbon, Johnson or Boswell, he would have found a philosophical approach to biography similar to his own. This approach implied a condensation of universal characteristics in the delineation of one single character, and an inextinguishable defence of the formative nature of all literature, inclusive of biography. The fact that Wollstonecraft had provided a variety of what the times considered scandals is of no matter to Godwin. Her mind and acts were in his view a consequence of her social and personal contingency - a view anchored in Political Justice - and it all could teach an example. My article shows how Godwin drank in the biographical tradition of his day, but also how his distinctive Dissenting insistence on detail, and his reckless adherence to truth - also remnants from Political Justice - marked his Memoirs of Mary Wollstonecraft as typical in his canon. I point also at the author's struggle with style, as his new awareness of the importance of sentiment and conversation, which he had expressed in 'Of History and Romance', imply a revision of his old pompous diction. Although alert to these changes, Godwin is not always capable of the graceful transition needed for the Memoirs of Wollstonecraft.

Current information policies in Dominican Republic include the creation and development of libraries and information systems in a more effective way than ever in the country. One of the biggest concerns regarding these new democratic and modern libraries is to analyze whether the Dominican Republic has information professionals competent enough to deal with this new information system. This paper describes a thorough study of the Librarianship and Information Science (LIS) education in the country, as a first step to find out the needs and requirements for innovation in LIS education. Some of the topics analyzed are degrees and programs (in public and private universities), number of librarians and information professionals at graduate level, continuing education, a comparative overview with Latin American and Caribbean countries and conclusions. This article will show some of the results from a series of studies intended to enhance libraries and information infrastructure in Dominican Republic. ; The authors want to thank all the information professionals in the Dominican Republic who attended our meetings in August 2006 for evaluating and discussing LIS education and for the valuable information they gave to us, especially: Dulce M. Purpose – This paper seeks to analyse the opportunities and potential risks for libraries applying for European support to fund projects regarding digitisation or availability of their already digitised content. The European Commission has a range of specific funding programs devoted to access, use and preservation of digital cultural heritage, so libraries and other "cultural institutions" holding European heritage are the natural applicants for this kind of calls. Sometimes, however, they do not know how to apply and fully understand the advantages and commitments involved. This paper aims to help libraries to understand European funding programs. Design/methodology/approach – The paper has complementary experience with respect to applications and participation in EU-funded projects, as well as the evaluation of proposals and the reviewing of approved projects. Apart from the lessons drawn from the personal experiences of the paper, the content is based on the most recent documentation and information about the Call For Proposals (CFP) made available by the European Commission. Findings – Competition among proposals for European funding in the context of Digital Libraries (DLs) has grown considerably over the last few years. Therefore, it is essential for potential applicants to ensure the quality of their proposal by matching its content to the objectives of the Call and meeting the relevant evaluation criteria. In addition, the scope of the proposal needs to be embedded within the long-term research and management strategy of the institutions applying to ensure both a successful application procedure and maximum sustainability of the project. Originality/value – Apart from the documentation offered by the European Commission and several public reports of consultancy firms, no previous papers have been published which provide an insight into the workflow of the submission and evaluation of proposals for European funding in the domain of Digital Libraries.
