New Border and Customs Controls for Implementing UNSCR 1540
Considers the impacts on customs & border authorities of the 2004 UN Security Council's Resolution 1540 (UNSCR 1540), which obliges all member states to take steps to prevent the proliferation of weapons of mass destruction (WMDs), particularly by nonstate actors. The resolution effectively places customs at the "center of the international debate" over how to prevent the proliferation -- particularly via illegal trafficking -- of nuclear, chemical, & biological materials & weapons. Steps state governments can take & international instruments they can use to empower & support their customs services in complying with UNSCR 1540 are outlined, noting the challenges posed by the fact that the 169 member countries of the World Customs Organization (WCO) are in different stages of development.
