This article examines the ethical basis for government involvement in health care. It first provides the case for individual autonomy, focusing on the justifications–particularly ethical ones–for allowing individuals to make their own choices in health care, and to control more of their own resources in doing so. Next, it provides the opposite case–for abridging individual autonomy, and in particular, for redistributing resources from those who are well off to those who are not. The overriding reason for favouring the latter case, which trumps the notion of individual autonomy, is to ensure that individuals who are at a disadvantage have an equal probability of attaining good health.
The attitudes of whites who have migrated between the South & other regions of the US are compared with the attitudes of native southern & nonsouthern whites using data from the 1972-1994 Cumulative General Social Surveys. Analysis indicates that nonsoutherners who have moved to the South continue to hold almost the same values in terms of gender roles & sexual, civic, & religious matters as other nonsoutherners. Southerners who have relocated outside the South, however, hold attitudes that are closer to those of nonsoutherners than to those of southerners. Placed in the framework of the theoretical literature on migration, southern migrants seem to be assimilating into nonsouthern culture & nonsouthern migrants appear to be retaining their views, leaving the South a more pluralistic region. 2 Tables, 1 Appendix, 17 References. Objectives. This study examines the relationship between white ethnic diversity & community attachment in 99 small IA towns. Methods. Our data come from the US Census Bureau & the Rural Development Initiative (RDI) at Iowa State U. The RDI data, which consist of interviews with approximately 110 people in each of the 99 towns, are used to develop a community attachment score for each town. These scores serve as the dependent variable in ordinary least squares regression models to assess the extent to which ethnic diversity is related to attachment. Results. The findings show that towns with high levels of white ethnic diversity tend to have low levels of community attachment. Moreover, residents of diverse towns tend to view their communities with more suspicion & tend to be less involved in community activities than citizens in more homogeneous towns. Conclusions. Looked at narrowly, these results indicate that white ethnic diversity may be detrimental to community building in small IA towns. The number and composition of individuals identifying with no political party may change substantially when the 'Independent' option is omitted from the classic National Election Study (NES) party identification question. Data from 2 surveys of Vermont residents reveal that when the independent choice is not presented the percentage of self-identified independents drops significantly. (Abstract amended)
Zoos are typically public attractions that do not explicitly, or through a more implicit culture, expect quietness from their guests. This paper will explore whether quietness is something we should aim for when we are visiting zoos. Primarily through analogy with other public spaces which share some of the key characteristics of zoos (libraries and schools, cinemas, theatres and galleries, war memorials, and hospitals and gardens), we suggest that quiet is indeed appropriate in zoos (more appropriate than being noisy). A major component of this argument will be the exploration of what is meant by quiet (and noise), and outlining a concept of quietness based on an idea of attention. The central premise here, drawing upon theories of attention and love, is that noise involves a certain kind of outward expression, which leaves less room for the appreciation of, and attention to, the animals and information that the zoo provides. The article will reflect on how a call for quiet may create scope for enhancing the educational possibilities of zoos, and how zoos might profit by taking the acoustic dimension of visitor behaviour into account when considering their values.
