PurposeWith digitisation, a new kind of inequality has emerged in society between people and groups of people. A lack of digital inclusion creates challenges for the economic and social development of society and citizen participation. This study analyses how the country-level cultural factors defined by Hofstede are associated with citizens' digital skills and internet usage and how they moderate the effects of age, gender, educational level and income level.Design/methodology/approachThis comparative cross-sectional study examines digital inclusion in 22 European countries. Data from the European Social Survey (N = 37,602) are analysed using a two-level regression analysis.FindingsThe study found significant effects of demographic and socio-economic factors and country-level indulgence on digital skills and internet usage. In addition, the study shows that a high value on the indulgence index moderates the negative effect of age.Originality/valueThe digital divide has been studied widely with regard to individual-level influencing factors and international comparisons. The significance of Hofstede's cultural dimensions in terms of digitisation and digital divides has also been confirmed in previous studies. However, there is a lack of analysis combining the effects of country-level culture and individual-level demographic and socio-economic factors on citizens' digital skills and internet usage. Generally, the research emphasises the significance of national culture in digital inclusion and especially in supporting the digital inclusion of older adults.

The present study examines the association between individualistic values and citizens´ attitudes towards the state's welfare responsibility (welfare attitudes). This study also examines the association between political placement and welfare attitudes. Data from the European Social Survey (N = 37,743 in 20 countries) are analyzed using a two-level regression analysis. The findings indicate that individualism at the cultural culture is a significant factor in terms of individuals' attitudes to welfare, in that the higher the level of individualism, the lesser the likelihood that the state's welfare responsibility is supported. On the other hand, citizens' attitudes towards state responsibility for welfare are associated with the political placement of those citizens. Politically, people leaning to the right have a lower degree of interest in the state's welfare responsibility. Furthermore, the degree of individualism modifies the association at the individual level of political placement and welfare attitudes. There is a greater attitudinal difference between the supporters of right-wing and left-wing political views in individualistic countries than in collectivist countries. From a social policy perspective, this study emphasizes the association of individualism and welfare attitudes. The results suggest that social policy is based more on national cultural values than one might assume.

AbstractMarketization can be viewed as a potential response to the economic challenges of the public sector. The present study is focused on the development of marketization in serviced housing for the elderly in municipalities within Finland. Marketization is approached by asking the question: What kind of municipality‐level factors are associated with marketization and its development? The data consist of 290 municipalities and cover the years 2000–14. According to the study, the size of the municipality, the political distribution of the municipality council, and the economic situation of the municipality are found to be associated with marketization. More preciesly, the municipality size was found to be a kind of prism, which creates two different realities when it is linked with political distribution and transfers. In the case of big municipalities, the big share of Green‐Left council members on municipality councils has been associated with a low level of marketization. However, in the case of small‐ and medium‐sized municipalities, the low level of marketization has been associated with the government statutory transfers between the state and municipalities, which has helped smaller municipalities to avoid fiscal stress. In a policy context, the present study suggests that the marketization process can be slowed down by supporting the economically weakest municipalities to avoid fiscal stress. On the other hand, the marketization process can be supported by creating bigger municipalities which are then attractive enough to create an effective market mechanism.

International audience ; In this article we examine the regional development and new regional partnership in Finland on three levels. First, we analyze the general outlines of the Finnish regional politics focusing in particular on the regional development discourse of the Finnish welfare and innovation policies. Second, we specify questions relevant to the methodology of regional development. Third, via an example, we describe user-oriented and event production as a tool for building partnership, welfare and a new entrepreneurship culture

This article examines the relationship between digital proficiency, trust in service providers, and the intention to use digital health care and social welfare services among prisoners and people with mental health conditions in Finland. Based on cross-sectional data, which includes responses from 225 prisoners and 120 people with mental health conditions between September 2020 and May 2021, a study utilizing latent profile analysis (LPA) reveals that although high digital skills were observed, trust in providers of digital services within the health care and social welfare sector remained low, particularly among younger participants. Despite trust issues, the intention to use digital services remained high, particularly among inmates. This suggests that trust is not the sole factor influencing digital service adoption; age and perceived digital competence also play significant roles. Prisoners demonstrated higher levels of advanced internet skills than individuals with mental health backgrounds, possibly due to overestimating their abilities. Alternative approaches, such as social support and hands-on learning, are vital for enhancing digital skills in socially marginalized groups. Understanding these determinants can guide policymakers and practitioners in developing targeted interventions to promote digital inclusion effectively by considering broadly the factors that promote the accessibility of digital health care and social welfare services. Future research combining objective proficiency testing and self-reported data can offer deeper insights for more successful strategies.

Summary This study focuses on the narratives of participants of a long-term expert-by-experience training programme for people with a history of crime about their past, and how they use their life experience in their work as experts by experience. The research data was collected during interviews of respondents with a history of crime (N=19). The interviews were analysed using a narrative identity framework, and the data further examined in light of various studies focused on a desistance from crime. Findings The transformation process from service user or client to expert by experience provided people with a history of crime with a chance to come to terms with their past, and to and gain a sense of closure. Expertise by experience gave their difficult life experiences a new meaning, and thus promoted their overall rehabilitation and offered them opportunities through which they could gain the appreciation and acceptance of other people. The new relationships presented to them as experts by experience also paved the way to a new kind of self-concept that strengthened the desister's self-confidence and optimistic outlook on the future. Applications This study offers perspectives on how people with a history of crime can re-enter society. Through their survival stories and their journey to become experts by experience, desisters can earn the acceptance and approval of others and gain a more positive perception of themselves. The new identities of people with a history of crime are dependent on society's approval as they continue to desist from crime and re-enter mainstream society.

Purpose– The purpose of this paper is to examine young people's attitudes toward social welfare and their perceptions of who is responsible for providing social welfare benefits.Design/methodology/approach– Social welfare attitudes were examined related to three themes: government responsibility, trust in society, and individual responsibility. A sample of 725 students from 12 high and vocational schools in south Finland was used for analysis.Findings– The data suggest that young people have a high regard for the importance of the government's role as a social support and a mechanism of social welfare for all citizens. In addition, the results show that women highlight government responsibility more than men, and that men highlight the individual's own responsibility for social issues. According to the results, there is a weak relationship between cultural values and social welfare attitudes. Collective values relate positively to an emphasis on trust in government and government responsibility for social problems, and relate negatively to an emphasis on individuals' personal responsibility.Originality/value– The study shows that the main principles of the welfare state are still accepted by the Finnish youth, although recent speculations about the future of welfare states.
