Not Available ; The goal of this study was to characterize the properties and duration of the foot‐and‐mouth disease (FMD) carrier state and associated serological responses subsequent to vaccination and naturally occurring infection at two farms in northern India. Despite previous vaccination of cattle in these herds, clinical signs of FMD occurred in October 2013 within a subset of animals at the farms containing juvenile‐yearling heifers and steers (Farm A) and adult dairy cattle (Farm B). Subsequent to the outbreak, FMD virus (FMDV) asymptomatic carriers were identified in both herds by seroreactivity to FMDV non‐structural proteins and detection of FMDV genomic RNA in oropharyngeal fluid. Carriers' seroreactivity and FMDV genome detection status were subsequently monitored monthly for 23 months. The mean extinction time of the carrier state was 13.1 ± 0.2 months, with extinction having occurred significantly faster amongst adult dairy cattle at Farm B compared to younger animals at Farm A. The rate of decrease in the proportion of carrier animals was calculated to be 0.07 per month. Seroprevalence against FMDV non‐structural proteins decreased over the course of the study period, but was found to increase transiently following repeated vaccinations. These data provide novel insights into viral and host factors associated with the FMDV carrier state under natural conditions. The intention of watershed development (WD) programs in India is to improve the livelihoods of people and preserve the natural resource base, particularly in areas where water scarcity limits the development potential of rural communities. In practice, there are many complications to implementing WD programs in an effective and equitable way for all people within and between villages in a catchment. Our understanding of the potential implications of a program is often limited by the way in which we investigate the biophysical-social-economic system. Two common failings are (a) not properly considering the importance of the place, scope and scale of a problem and (b) using a disciplinary approach to make conclusions about the system as a whole. This paper discusses how we are addressing these issues as part of an integrated assessment project looking at WD in the state of Andhra Pradesh, India. The multi-disciplinary project team includes agronomists, economists, environmental modellers, groundwater and surface water hydrologists, and social scientists who together are aiming to develop a holistic understanding of the impacts of WD on biophysical, social and economic systems. Key to the project philosophy is the inclusion of government representatives, communities, and non-government organisations (NGOs) in developing the researchers' understanding of the issues and complexities associated with WD and the critical questions that need addressing by the project. An integrated model is being developed that will incorporate crop production water use and hydrological (surface water and groundwater) models in addition to knowledge gained from extensive household surveys in villages in two case study catchments. The household surveys were developed based on discussions with NGOs working with the rural communities in Andhra Pradesh and are being used to examine economic and social outcomes (positive and negative) of WD for households. Measures of equity and resilience are being developed to measure differences in outcomes between villages (e.g. upstream, downstream) and within villages (e.g. income groups, gender, land ownership, etc).

Shile terms vary from state to state, the following definitions have been adopted for this study and are deemed appropriate for Andhra Pradesh. Micro scale - less than 1500 hectares; Meso scale 1500 - 10000 hectares; Macro level over 10000 hectares (including basin level investigations). There is a need for a meso-scale benefit and cost evaluation of the WSD programs so that unintended impacts are avoided and that the implementation of programs is improved. Operating at a meso-scale will also provide more effective opportunities to link and address micro and macro scale biophysical and institutional issues. This project will integrate environmental, economic, social, equity and dimensions at meso levels to help ensure that WSD contributes positively to the Indian government's sustainable livelihoods goal and provide the foundations for a resilient and sustainable WSD. Success will not only be determined by spatial scale (e.g. micro versus meso) but will also be determined by the disciplinary scale of analysis (e.g. focusing on short term economic efficiency alone runs considerable risk of ignoring longer term trends in natural and social capital). This paper describes early progress on developing such an evaluation model.
