In this perspective, this document intends to support MSP planners with a possible operative framework for the LSI analysis, identifying specific actions to be carried out in close connections with the maritime spatial planning process. Finally, with specific regard to addressing the MSP Directive requirements, the ultimate scope of this document is to provide some guidance on how to (re)organize topics, information and effort, including those eventually already available from formal or informal processes (e.g. ICZM). In addition to this introduction, the document includes other 5 chapters. Based on the analysis of the available literature, chapter 2 provides the description of some key concepts for LSI analysis, including its definition (section 2.1), different possible categorization of LSI typologies (section 2.2), and criteria that might delimitate the area of LSI analysis (section 2.3). Chapter 3 illustrates examples of LSI definitions included in the national legislation and of interactions considered particularly relevant in the countries participating to the SIMWESTMED project. Chapter 4 reflects on the step-by-step methodological guideline to perform LSI analysis within the MSP process, as proposed within SUPREME project. Links between LSI and MSP are in detail explored in chapter 5, which also discusses how outcome of the LSI analysis can be transferred in the ICZM context, referring in particular to the ICZM Protocol, as well as in other planning processes. Component: C 1.3 Support for Member States' implementation of Maritime Spatial Planning Sub‐component: C 1.3.1 Develop and propose a conceptual methodology for transboundary MSP in the Western MED, with operational details on selected aspects Deliverable: Recommendations to support common understanding on a regional scale on MSP, including synergic implementation of regionally relevant policy instruments Objectives: This document identifies a number of key issues considered particularly relevant for the implementation of MSP in the Western Mediterranean. Preliminary contents were presented and discussed at the "SIMWESTMED regional meeting" held on the 5th of October 2017 in Hyeres (France). Outcomes of the discussion have been used to integrate and detail the preliminary identified issues and develop the current version of the document. The main goal is to identify common issues driving or hindering MSP implementation in the Western Mediterranean and provide suggestions to strengthen drivers and/or remove obstacles, taking into consideration the framework provided by the Barcelona Convention (including its Protocols, in particular the one dealing with ICZM) and the Directive 2014/89/EU on MSP. Some of the identified issues are common also to the Eastern Mediterranean, thus applying to the entire Mediterranean Basin. In the following pages, the document briefly describes the current state of MSP implementation in the Western Mediterranean, with particular focus on EU countries, mainly referring to the information included in the EU MSP Platform and the eight major issues identified, including for each of them a number of specific suggestions. The Lagoon of Marano and Grado has been experiencing some remarkable environmental impacts, which have affected the high-value natural ecosystem and consequently influenced relevant socio-economic aspects. One of the main problems relates to the diffuse contamination of soil and groundwater in the mainland, as well as sediments in rivers and in the lagoon itself. The need to ensure safe navigation conditions in the lagoon and in the Corno River serving Porto Nogaro harbour is another critical emergency. Other environmental issues of concern are: loss of morphological diversity, watershed basins' pollution loads and protection of lagoon habitats. Due to the emergency situation, a Special Commissioner has been appointed by the national government to proceed with the resolution of the most critical problems. A specific "Operational Plan of interventions" was therefore elaborated in 2009. Approaching problems and solutions in an integrated way, the Plan represents one of the tools for the sustainable development of the lagoon. It strongly supports the adoption of adaptive management, foreseeing the periodical updating and improvement of objectives, strategies and interventions. The Plan also identifies the need for coordination among institutions and involvement of stakeholders as key elements for the implementation of adaptive management.

Combining maritime uses, either through joint operations or joint installations, can reduce spatial pressures on European Seas and create new opportunities for socio-economic development, along with potential environmental benefits. 'Multi-use' implies a radical change from the concept of exclusive resource rights to an inclusive sharing of resources by one or more users. Thus multi-use often does not come naturally, but shall be motivated by clear drivers and added-values. This also implies that 'multi-use' solutions are not exclusively better than 'single-use' options. It is important to carefully consider local conditions when making a decision on whether to favour single – or multi-use in a given location. Further development of multi-use requires actions mainly from the users themselves, but also backed by research and legislation at all levels. Based on two years of systematic research, combined with extensive stakeholder involvement, within the framework of the Horizon 2020 funded MUSES project, the Action Plan details what actions are required and by whom in the coming years to turn the concept of Multi-Use in European sea basins into real life implementation.

This paper examines the concept of maritime multi-use as a territorial/SPATIAL governance instrument for the enhancement of sustainable development in five EU sea basins. Multi-use (MU) is expected to enhance the productivity of blue economy sectors, as well as deliver additional socio-economic benefits related to the environmental and social dimensions of sustainable development. The paper provides a definition of maritime multi-use and identifies the multi-uses with the highest potential in EU sea basins. In each sea basin, multi-use plays a different role as concerns sustainable development. For the Eastern Baltic Sea, the Mediterranean Sea and the Black Sea, the MU focus should remain on the environmental pillar of sustainable development. In the North Sea, North Atlantic and Western Baltic Sea, addressing social sustainability seems a key precondition for success of MU in enhancement of sustainable spatial development at sea. Moreover, it has been suggested to introduce MU key global strategies such as SDGs or Macroregional strategies and action plans and to supplement maritime spatial planning with sectoral incentives and educational efforts as key vehicles supporting MU. The paper concludes by identifying aspects which, in order to inform maritime spatial planning and maritime governance regarding a more conscious application of the aforementioned concept, require further investigation. Key tasks are related to: more profound evaluation of performance of policies supporting MUs, researching the impact of MU on societal goals and on the MU costs and benefits, including external ones, and finally identifying the impact of MU on the development of various sectors and regions on land.
