There are large potential synergies from collaboration between a research and an operational organisation, such as an NGO, but explicit collaborations between them are not common. This Practical Note examines the institutional partnership between the International Food Policy Research Institute (IFPRI) and CARE-USA, as a concrete illustration of the difficulties and potential benefits of such a collaboration. It gives examples of the gaps in organisational orientation that can lead to problems, provides ideas about how to bridge those gaps, and highlights what bumps to expect along the way in constructing a productive collaboration. This article undertakes a policy and institutional analysis of low-cost housing development in South Africa since 1994. Based on a capital subsidy provided by the state, the policy was designed to redress the dramatic inequalities in service and infrastructure provision by offering beneficiaries access to housing on the basis of income rather than race. However, it is evident that much of the initial promise of an approach to housing that sought to place people at the "centre" of the development process has instead come to rely on market signals and fiscal conservatism in state expenditure for its main dynamics. The resulting tensions have meant that while the broad goal of redressing the apartheid record on development through the delivery of one million low-cost houses has been achieved, both the geographic legacy of apartheid segregation and a market-centred approach to development remain in place, thereby undermining important democratic and transformative goals. Against international concerns about the possibility of violence marring the multiparty elections in Zanzibar on 29 Oct 2000, the electoral process in the islands is reviewed & compared with that on the Tanzanian mainland. Zanzibar's path to independence, its history of multiparty politics since its introduction in 1958, the number of seats reserved for women in the parliament & local councils vs women's actual representation, & an ongoing & intense political rivalry all differentiate Zanzibar from the mainland. Political implications of this situation are considered, & details of the 2000 election processes & outcomes are reported. Highly questionable practices, disorganization, acrimony, & violence are shown to have marked these elections, boding ill for the practice of democratic politics in Tanzania as a whole. 1 Table, 11 References.
