The thesis studies the discursive construction of cognitive frames in the water sector in order to understand the dynamics of politicisation and depoliticisation in the water conflict in Barcelona between 2011 and 2020. The focus is placed on a particular type of politicisation at work in our case study: the populist politicisation. Using Critical Discourse Analysis as a method, the thesis will address the following research questions: (1) To what extent is the politicisation of water in Barcelona a populist one and to what extent does it challenge the water paradigm in the city? (2) How do private actors react to the politicisation of water in the city and why does it matter? (3) Is Circular Economy a de-politicised area in the interaction between the actors in conflict? At theoretical level, the work articulates a novel conceptual framework which critically combines the literatures on populism, politicisation, and construction of discursive coalitions to analyse the water conflict in Barcelona. Transitioning to climate-neutral cities is difficult in practice, depending on complex urban activities and involving a vast range of stakeholders. Cities need ongoing support for assessing and implementing climate-neutral solutions. Following multi-country, collaborative academic workshops on this topic, we debate the use of new technologies and integrated planning approaches. We contour a preliminary framework underpinned by five key dimensions (urban nature; urban mobility; built form; energy; and circularity), triangulated with three research pillars: 1) citizen engagement, 2) city governance decision-making, supported by 3) digital technology. This essay proposes digital technologies as a bridge between bottom-up and top-down directions, challenges silo-thinking, and informs a cross-disciplinary, integrated climate-neutral planning process (in Europe).

This refined Plan of Dissemination, Communication and Education (DCEP) is a collection of actions that will result in the visibility of the EdiCitNet project, the global application of its results and in establishment and support for the EdiCitNet network during the project period and beyond. As a fundamental element of EdiCitNet's visibility strategy, this plan is a lever to reach out to society as a whole. Especially the involvement of the broadest possible range of stakeholders and the permanent highlighting of the benefits of Edible City Solutions (ECS) for urban society are driving the desired paradigm shift towards sustainable lifestyles and resilient cities. The visibility of results, findings and outcomes, as well as "call to action" refers to specific target audiences or groups. Therefore, the visibility measures are structured according to their target audiences. However, there is no clear separation between the messages to the different groups, rather the messages and information are used and filtered differently. The development and application of new forms of automation and monitoring, data mining, and the use of AI data sources and knowledge management tools in the water sector has been compared to a 'digital revolution'. The state-of-the-art literature has analysed this transformation from predominantly technical and positive perspectives, emphasising the benefits of digitalisation in the water sector. Meanwhile, there is a conspicuous lack of critical literature on this topic. To bridge this gap, the paper advances a critical overview of the state-of-the art scholarship on water digitalisation, looking at the sociopolitical and ethical concerns these technologies generate. We did this by analysing relevant AI applications at each of the three levels of the UWC: technical, operational, and sociopolitical. By drawing on the precepts of urban political ecology, we propose a hydrosocial approach to the so-called 'digital water ', which aims to overcome the one-sidedness of the technocratic and/or positive approaches to this issue. Thus, the contribution of this article is a new theoretical framework which can be operationalised in order to analyse the ethical–political implications of the deployment of AI in urban water management. From the overview of opportunities and concerns presented in this paper, it emerges that a hydrosocial approach to digital water management is timely and necessary. The proposed framework envisions AI as a force in the service of the human right to water, the implementation of which needs to be (1) critical, in that it takes into consideration gender, race, class, and other sources of discrimination and orients algorithms according to key principles and values; (2) democratic and participatory, i.e., it combines a concern for efficiency with sensitivity to issues of fairness or justice; and (3) interdisciplinary, meaning that it integrates social sciences and natural sciences from the outset in all applications
