In the article are considered essence of corporate social responsibility and terms necessary for realization of social activity management subjects. Hikes over are brought to realization of corporate social responsibility, meaningfulness of large and middle business is certain in becoming of social responsibility of enterprises. It is set that exactly midsize business must come forward as a main motor of economic development of Ukraine. Becoming features and modern state of corporate social responsibility are analysed in Ukraine and methods over of realization of social responsibility of business are brought by enterprises. The basic problem of the Ukrainian segment of corporate social responsibility is absence at most companies of faithful idea about social responsibility of business. Politics of social responsibility will be realized fragmentary, only conception of realization of social responsibility is absent in companies. The prospects of further development of social responsibility of domestic enterprises are considered. In Ukraine there must basis of further development of corporate social responsibility be a dialogue between business and state on questions of co-operation in area of social responsibility, social politics, mutual concessions and responsibility.
The representation of human beings in medieval chronicles in general and in Persian chronicles in particular is governed by a code of conventions. An individual historical figure is usually depicted according to his rank and to the role attributed to him by a historiographer. Although chronicles narrate actual events and depict real persons and therefore cannot technically be defined as fiction, nevertheless it is possible to distinguish the categorization of the images of historical figures which substantially departs from what must have actually been the case. The evolution of the image of the ideal monarch is of particular interest here. Authors of the earliest chronicles usually single out one or more ruler as an ideal manager of the general welfare. As a rule, historiographers were influenced in their choice of the ideal type by political considerations and tended to define a representative or the representatives of a ruling dynasty as the ideal.
Статья посвящена актуальной проблеме, связанной с применением цифровых технологий при подаче электронных обращений граждан в органы власти. Внедрение цифровых технологий в сферу взаимодействия граждан и государства соответствует приоритетной политике формирования информационного общества и электронного правительства. Защита персональных данных является одной из задач комплексного обеспечения информационной безопасности государства, что обусловливает актуальность темы статьи. Цель работы — на основе анализа законодательства и порталов центров по предоставлению государственных и муниципальных услуг выявить проблемы и разработать предложения по правовому обеспечению внедрения цифровых технологий в сфере электронных обращений граждан в органы публичной власти. В результате контент-анализа региональных сайтов многофункциональных центров по предоставлению государственных и муниципальных услуг было выявлено, что на большинстве порталов персональные данные отправляются в открытом, незашифрованном виде, что ставит под угрозу их безопасность. Решением проблемы угрозы утечки персональных данных граждан при формировании электронного обращения в органы государственной власти и местного самоуправления может стать применение на интернет-порталах этих органов в обязательном порядке протокола шифрования данных HTTPS, предполагающего соблюдение трех важнейших аспектов безопасности: шифрования, аутентификации пользователей, целостности. Анализ законодательства и контент-анализ Единого портала государственных и муниципальных услуг показал, что на указанном портале отсутствует возможность направить заявление, предложение или жалобу в какое-либо конкретное ведомство. Решением этой проблемы может стать добавление на Едином портале дополнительной услуги путем создания отдельной интернет-страницы, содержащей форму для обращения и поля для персональных данных заявителя. В России не обеспечен равный доступ граждан к услугам электронных обращений, существует «цифровое неравенство». Решением может стать внесение в законодательство изменений, предоставляющих слабовидящим гражданам возможность получения ответа, написанного с помощью шрифта Брайля, и принятие мер по интернетизации в сельской местности. Результаты исследования, в частности предложения по преодолению «цифрового неравенства», совершенствованию законодательства в сфере защиты персональных данных и повышению эффективности функционала порталов, будут способствовать решению проблем информационного общества. ; This article studies the problem of using digital technologies in citizens' electronic applications to the governmental organs. The introduction of digital technologies into the interaction between citizens and the state meets the priority policy of creating information society and electronic government. Personal data security is one of the tasks for the integrated support of the state information security, which determines the relevance of this topic. Using the analysis of legislation, content analysis of portal centers of provision of state and municipal services, the authors aim to reveal the existing problems and to develop proposals on legal regulations of introducing digital technologies for applying to the government. The results show that most regional multifunctional centers send personal data unencrypted (thus violating the security), while the Unified Portal of State and Municipal Services does not allow to send an application, proposal or complaint to particular departments. Another revealed problem is the unequal citizens' access to the electronic application services in Russia, proving the existence of the «digital divide». The authors' recommended solutions include the following: a) employing data encryption protocol HTTPS (intended to provide the three most important security aspects: encryption, authentication of users, and integrity) on the public authorities' internet portals; b) making the web-portals more user-friendly by creating unique web-pages for particular departments; and c) setting legal requirements for government portals to provide visually impaired citizens with opportunities to receive a response written in Braille and to take measures for countryside's internetization. The article's results and conclusion may improve the legislation in the field of personal data security and the efficiency of the portals, thus, solving the problems of the information society.
