The Russian–Ukrainian war is a dramatic effect of the growing imbalances and instability of the global economic and political order, together with other effects that this contribution analyzes. This paper in fact offers empirical evidence of a rampant "global protectionism", the slowdown of the world's economy in the long term, and the changing structure of global value chains. The paper also seeks to link these manifestations together in a historical perspective, considering the results of previous studies that adopted the comparative historical approach. Although there are profound differences between today's globalized economy and its historical equivalents, learning from the past should not be precluded, as it can help avoid dangerous paths from being followed that could lead to universally undesired outcomes in the future. The aim of the paper is to open a discussion on the criteria that are needed to inform and develop an economic and industrial policy that is aware of the seriousness of future risks and capable of facing such risks with the necessary wisdom, through the concerted support of the major countries, and through international inter-state collaboration. Luigi Piccinato was one of the most outstanding personalities of urbanism in the 20th Century. The exceptionality and breadth of his contribution turned him into a promoter of an organic culture, that resulted in an urbanism that looked at the territory and the cities as living organisms in continuous evolution, without neglecting the social aspect, so important to him. His work was developed in his native country, Italy, and also abroad, with a short period in the Argentine Republic, during the government of General Juan Domingo Perón, where his work left an indelible mark. This paper, based on unknown documents found in archives, reconstructs and deepens on the biographical aspects of his person, thought, and career, mainly regarding his professional performance as an architect city-planner, university profesor and lecturer in the framework of his southern experience (1948-1950). This allows to add new information and key readings to the urbanism of the period. ; Luigi Piccinato fue una de las personalidades más destacadas del urbanismo del siglo XX. La excepcionalidad y amplitud de su contribución lo convirtieron en promotor de una cultura orgánica, que se tradujo en un urbanismo que miraba el territorio y las ciudades como organismos vivos en continua evolución, sin descuidar el aspecto social, tan importante para él. Desarrolló su obra en su país natal, Italia, y también en el exterior, con un corto período en la República Argentina durante el gobierno del General Juan Domingo Perón, donde dejó una impronta imborrable. Este artículo, a partir de documentación inédita hallada en archivos, reconstruye y profundiza los aspectos biográficos de su persona, pensamiento y trayectoria, principalmente en lo que refiere a su profesión como arquitecto-urbanista, profesor universitario y conferencista en el marco de su experiencia austral (1948-1950). Esto permite agregar nueva información y claves de lectura al urbanismo de la época.

The importance of digital skills diffusion in fostering the architecture, engineering and construction (AEC) industry has been highlighted for more than a decade. The extent to which this objective can be achieved depends on several factors. An augmented building information modelling (BIM) adoption stems from, but is not restricted to, government policies and initiatives. This study aims to assess the diffusion of digital skills, specifically through BIM adoption and to establish feasible strategies for such adoption within the Italian AEC industry, taking into account institutional, organisational and project-related factors. This purpose is achieved through an initial investigation of the most significant hurdles in BIM uptake and various BIM-promoting policies adopted at an international level. Moreover, a rigorous review of recent developments in the diffusion of innovation theory is presented. Based on findings and combining the experiences of various authors in BIM-related research an exploratory online survey was conducted, resulting in identification of the clients' lack of knowledge as the most critical challenge to BIM adoption in the Italian AEC industry. Following this finding, the study suggests five strategies to leverage BIM benefits to their full extent, to increase the perception of BIM benefits and to bridge the current gap between the industry and academia.
