The own process of construction of the European Union, it supposes, in the same, a process of social construction in Europe, in the sense in which it infers an actors' confluence, governmental, not governmental, national, transnational and community, all which claim, or they must claim, a supranational dimension, compatible with the local, regional and national dimension, of the social thing, that is to say, the social European space. The present article tries to offer a temporary vision of the mentioned process, across the analysis of the evolution of the social European policy, of the balance of current situation of the results of application of the Agenda of the Social Policy and of the evolution of the indicators of the Strategy of Lisbon. ; El propio proceso de construcción de la Unión Europea, supone en sí mismo un proceso de construcción social en Europa, en el sentido en que infiere una confluencia de actores, gubernamentales, no gubernamentales, nacionales, transnacionales y comunitarios, todos los cuales pretenden, o deben pretender, una dimensión supranacional, compatible con la dimensión local, regional y nacional, de lo social, es decir, el espacio social europeo. El presente artículo pretende ofrecer una visión temporal del mencionado proceso, a través del análisis de la evolución de la política social europea, del balance de situación actual de los resultados de aplicación de la Agenda de la Política Social y de la evolución de los indicadores de la Estrategia de Lisboa.

Before the Ukrainian conflict the EU-Russian relationships had been developing in the format of Strategic Partnership, and Russia had been considered as one of the 'special ten' to whom a special status of 'strategic partner' was awarded. The 'special ten' are unequal in size, political regimens, resource endowments, economic development, and power status. The main problem of this new concept of European Union Foreign Policy is that there is neither an official definition of strategic partnership nor any common criteria for being chosen as a strategic partner. It is worth mentioning that Russia at the same time has not only developed the integration with the European Union but has also promoted the integration in the post-Soviet area and as a result the Eurasian Economic Union (EEU) has been created. Thus, speaking about the UE-Russian relations we should take into account the new Actor on the international arena, the EEU. The present paper aims at elaborating Strategic Partner's Attractiveness Index (SPAI) for the EU, using the categorical principal components analysis (CATPCA). This analysis allows us to rank its declared strategic partners and to find out which position Russia and other members of the EEU hold in a rank. Por lo tanto, hablando de las relaciones entre la UE y Rusia, deberíamos tener en cuenta al nuevo actor en el ámbito internacional, la EEU. El presente documento tiene como objetivo elaborar el índice de atractivi- dad del socio estratégico (SPAI) para la UE, utilizando el análisis de componentes principales categóricos. Este análisis nos permite clasificar a sus socios estratégicos declarados y averiguar qué posición tiene Rusia en el ranking y otros miembros de la EEU. La propuesta del SPAI no solo demuestra que, a pesar de las crisis políticas en las relaciones entre la UE y Rusia, Rusia sigue siendo su socio principal y la EEU es estratégicamente importante para la UE, sino que, sobre la base de este índice, también debe ofrecer una metodología para la elección de los socios estratégicos de la UE con el fin de hacer su elección más científica

The EU has developed a 'three-step strategy', which pre-supposes strategic partnerships, firstly, with traditional post-Second World War Western partners, secondly, with the anticipated advantage of regional and inter-regional organization, and, thirdly, with the involvement of emerging powers in a new multipolar world order. However, there are some uncertainties with regard to the relationship between bilateral 'strategic partnerships' and the EU's regional and inter-regional 'strategies'. The present paper aims to investigate the role of strategic partnership and international institutions in new multipolar world order, to compare these concepts of strategic partnership with the realities of regional integration, and to match the bilateral and multilateral approaches toward strategic partnership. The present paper seeks the aim to analyse the Euro-Russian relationship in the context of current situation of the political crisis provoked by the incident in Ukraine and to compare it with the elaborated model of the "Strategic Partnership". This analysis should help us to investigate why the conception of the strategic partnership between the European Union and the Russian Federation has failed and if the revision of the relationship and turning into real strategic partners still has a sense?

Las tendencias digitales presuponen una rica variedad de opciones y elecciones con respecto a cómo se implementa la tecnología y con qué efectos. Por un lado, los investigadores se apresuraron a advertir que aunque el trabajo futuro podría ser más eficiente, seguiría el desempleo masivo. Por otro lado, numerosos estudios afirman que las nuevas tecnologías digitales pueden ser beneficiosas. En este sentido, la Industria 4.0 y la Uberización, a través de las cuales las nuevas tecnologías digitales están configurando el mercado laboral, representan un serio desafío para la Política Regional de la Unión Europea, especialmente en el caso de áreas rurales o postindustriales de bajos ingresos, con menos oportunidades laborales. A long-lasting difficulty in dealing with the subject of poverty, both in the scientific and political realms, has been the lack of analytical and methodological instruments that facilitate defining, observing and measuring accurately the social dimensions of the phenomenon. Henceforth, it is crucial to develop further indicators in order to design and implement a consistent statistical policy. After examining these issues, this paper analyses the European Union policy on poverty and, especially, the efforts done in the field of statistical policy. ; Uma dificuldade de longa data nos estudos sobre a pobreza, quer a nível académico quer a nível político, reside na escasez de instrumentos analíticos e metodológicos para definir, observar e medir as dimensões sociais da pobreza. Portanto, é importante desenvolver ferramentas e indicadores que permitam formular e implementar uma política de estatísticas consistente. Após examinar estas questões, este artigo analisa a política da União Europeia relativamente à pobreza, com destaque para a área das políticas de estatísticas.
