Cameroon is committed to reducing emissions from deforestation and forest degradation plus conservation, sustainable management of forests and enhancement of carbon stocks (REDD+). To achieve this goal, the government has introduced a series of policy reforms and formulated a number of key strategic planning documents to advance the REDD+ readiness process in Cameroon. This paper assesses the extent to which major cross-sectoral policies support or impede the development and implementation of an optimal REDD+ strategy in Cameroon from a comparative multi-criteria perspective. Study results reveal that a majority of the policy instruments reviewed appeared to be less prescriptive in terms of any tangible REDD+ strategy, as they do not have provisions for tangible measures to reduce deforestation and forest degradation. Given the lack of adequate flexibility, prompt review and responsiveness of these cross-sectoral policies to adapt themselves to new realities and respond to a changing environment, this paper introduces a GIS-REDD+ decision support system (GIS-REDD+DSS) that is necessary to support the adaptive element of an adaptive REDD+ strategy in Cameroon. The GIS-REDD+DSS, an electronic REDD+agri intermediary hub, serves the following purpose: (1) host a database of locally-relevant climate information, improved input technologies, best practices as well as land use and forest cover geo-spatial maps ; (2) host a virtual economic tool that performs economic valuations (costs and benefits) and financial analysis of REDD+agri projects to aid investment decision-making ; and (3) host an electronic marketplace to mediate any-to-any transactions among REDD+agri project developers, service providers, input suppliers, private and institutional investors and buyers (wholesalers and retailers), thereby creating value in two ways: aggregation and matching. This decision support tool, we argue, is a fundamental prerequisite for "policy and REDD+ safeguard integration" innovation that allows new scientific findings to be integrated into REDD+ strategies in a short period of time.

The Congo Basin forests are a prime location for implementing REDD+. National REDD+ policy processes are ongoing and many REDD+ pilot initiatives are being demonstrated. However, the level of national engagement, progress and distribution of REDD+ activities varies considerably in the different Congo Basin countries. This study therefore uses a set of criteria to assess national and international policy initiatives and approaches for advancing REDD+ implementation in Cameroon and the Democratic Republic Congo (DRC), two countries where more than two thirds of the Congo Basin forests are concentrated. Our findings show that (i) both countries have shown the highest political presence at the international climate negotiations but DRC has invested more in the size of its delegation and side events ; (ii) REDD+ donors, initiatives, and funding are disproportionately skewed towards DRC making it technically more advanced ; (iii) the high political interest and institutional reforms in DRC favors private sector investments in REDD+ programs ; and (iv) the REDD+ policy process is internally-driven in Cameroon with a strong national ownership, while it is externally-driven in DRC with weak national ownership. To advance REDD+, the government of DRC should embark on capacity building programs that ensure the transfer of REDD+ technical know-how from international to national actors while Cameroon needs to speed-up governance reforms and be more flexible in order to attract influential international REDD+ actors. This paper further provides specific recommendations.

Despite the high level of political engagement and the wide range of organizations involved in restoration projects from local to global levels, beyond some success stories, restoration is not happening at scale. To address this issue, three CGIAR Research Programs (CRPs) – Forests, Trees and Agroforestry (FTA); Policies, Institutions and Markets (PIM) and Water, Land and Ecosystems (WLE) – decided to bring together their expertise in a joint stocktaking of CGIAR work on restoration. This publication illustrates with concrete examples the powerful contribution of forest and landscape restoration to the achievement of most, if not all the 17 sustainable development goals. It can be used to support the design of future restoration activities, programs and projects. We are living in a time of crisis on planet Earth. Urgent calls for transformational change are getting louder. Technical solutions have an important role to play in addressing pressing global challenges, but alone they are not enough. After all, who decides what kind of transformation is needed, of what, and for whom? What principles guide those decisions, and how are decision-makers held accountable? This commentary article argues that these governance questions are central in any solution, in order to simultaneously address the planetary crises of forest and biodiversity loss and degradation and growing inequality. To this end, we examine governance in forests and around trees, in landscapes and on farms, through the lens of power and social justice. For applied research aimed at actionable solutions to these global problems, we propose a governance research agenda for the next decade that is both transformative and just.

Addressing the global challenges of climate change, food security, and poverty alleviation requires enhancing the adaptive capacity and mitigation potential of agricultural landscapes across the tropics. However, adaptation and mitigation activities tend to be approached separately due to a variety of technical, political, financial, and socioeconomic constraints. Here, we demonstrate that many tropical agricultural systems can provide both mitigation and adaptation benefits if they are designed and managed appropriately and if the larger landscape context is considered. Many of the activities needed for adaptation and mitigation in tropical agricultural landscapes are the same needed for sustainable agriculture more generally, but thinking at the landscape scale opens a new dimension for achieving synergies. Intentional integration of adaptation and mitigation activities in agricultural landscapes offers significant benefits that go beyond the scope of climate change to food security, biodiversity conservation, and poverty alleviation. However, achieving these objectives will require transformative changes in current policies, institutional arrangements, and funding mechanisms to foster broad‐scale adoption of climate‐smart approaches in agricultural landscapes.
