Since the First Geneva Convention was adopted in 1864, international humanitarian law (IHL) has become a complex and steadily developing body of international law. Its conventions, protocols and customary rules encompass a large range of subjects, from the protection of the sick and wounded, civilians, civilian objects, prisoners of war and cultural property to the restriction or prohibition of specific types of weapons and methods of warfare. All parties to a conflict are bound by applicable IHL, including armed groups involved in non-international armed conflicts.

Los instrumentos fundamentales del derecho internacional humanitario son bien conocidos. Se trata esencialmente de los cuatro Convenios de Ginebra de 1949 y de sus Protocolos adicionales de 1977, así como de un amplio edificio de derecho consuetudinario. Estos instrumentos se refieren a cuestiones de vital importancia en tiempo de conflicto armado, particularmente para la protección de los heridos, los enfermos y los náufragos, los prisioneros de guerra y los internados civiles, así como la de toda la población civil.El derecho internacional humanitario establece no solo los derechos fundamentales de la persona humana, sino que contiene también importantes mecanismos para garantizar el respeto de esas normas. Impone las necesarias obligaciones para reprimir todo acto que atente gravemente contra la dignidad del ser humano y la seguridad de la población civil.

The fundamental instruments of international humanitarian law are well known. They are principally the four Geneva Conventions of 1949 and their Additional Protocols of 1977, as well as an extensive framework of customary law. These instruments deal with issues of vital importance in times of armed conflict including protection of the wounded, sick and shipwrecked, prisoners of war and civilian internees, as well as the protection of the civilian population as a whole.

Les instruments fondamentaux du droit international humanitaire (DIH) sont bien connus. II s'agit essentiellement des quatre Conventions de Genève de 1949 et de leurs Protocoles additionnels de 1977, ainsi que d'un vaste édifice de droit coutumier. Ces instruments concernent des questions d'une importance vitale en période de conflit armé, notamment pour la protection des blessés, malades et naufragés, des prisonniers de guerre, des internés civils, ainsi que celle de l'ensemble de la population civile.
