Eritrea and Sudan, two neighbours in the Horn of Africa, have broken off diplomatic relations and war between the former friends is not impossible. Handling the crisis caused through Sudanese sponsorship of a fundamentalist group, Eritrea Jihad, that seeks to overthrow the secular government of Eritrea is the first major test of the diplomatic and political skills of Africa's newest nation. Resolution of the crisis is likely to involve Eritrean measures to improve the lot of its disadvantaged Muslims and Sudan reining in the Jihad forces — leading to dissension within the government and unpredictable shifts in Sudaneses politics.

Theostensible purpose of intelligence collection and activity is the preservation of national security. A careful examination of what has been published in this field in recent years has convinced me that all African régimes and liberation movements have established some form of secret state-security apparatus, in many cases with considerable external assistance. As for foreign intelligence services, such as America's C.I.A., Russia's K.G.B., and Israel's Mossad, they have proved to be effective major mechanisms for influencing the internal affairs of African nations.

The Eritrean War has been in process for over 20 years. The Eritrean People's Liberation Front, which has borne the brunt of the fighting against the Ethiopian government forces in the last decade, is one of the world's most important-and unknownliberation movements. Its military wing, the Eritrean People's Liberation Army has battle experience of many years. This article examines the organization, strategy, and tactics that have made it one of the world's most effective forces. The article places the conflict into the context of geopolitical issues in the Horn of Africa and deals with the attempts at a peaceful resolution of the conflict.
