[From the Executive Summary] The Social Science Research Center (SSRC) at Old Dominion University recently completed data collection for the ninth annual Life in Hampton Roads telephone survey. The purpose of the survey was to gain insight into residents' perceptions of the quality of life in Hampton Roads. The project also investigated attitudes and perceptions of citizens regarding topics of local interest such as transportation and traffic, local and state government, perceptions of police, health, community, education, and other issues. This year, the SSRC also partnered with the Virginia Beach Department of Public Health and they provided additional health-related questions for the survey. The SSRC completed interviews with 687 Hampton Roads residents via landline and cell phones.

The SSRC completed interviews with 962 Hampton Roads residents via landline and cell phones.

[From the Executive Summary] This document presents the results from the ODU Social Science Research Center's fourth annual Life in Hampton Roads survey. The survey was designed to examine social and economic indicators of the quality of life in Hampton roads, particularly with respect to transportation and traffic, local and state government, education, heatlh, emergency preparedness, the economy, and crime. Questions were obtained from University faculty as well as from previous years' Life in Hampton Roads surveys. The survey was conducted via telephone with 812 residents of the seven cities of Hampton Roads.

Plant diseases threaten both food security and the botanical diversity of natural ecosystems. Substantial research effort is focused on pathogen detection and control, with detailed risk management available for many plant diseases. Risk can be assessed using analytical techniques that account for disease pressure both spatially and temporally. We suggest that such technical assessments of disease risk may not provide an adequate guide to the strategies undertaken by growers and government to manage plant disease. Instead, risk-management strategies need to account more fully for intuitive and normative responses that act to balance conflicting interests between stakeholder organizations concerned with plant diseases within the managed and natural environments. Modes of effective engagement between policy makers and stakeholders are explored in the paper, together with an assessment of such engagement in two case studies of contemporary non-indigenous diseases in one food and in one non-food sector. Finally, a model is proposed for greater integration of stakeholders in policy decisions.
