In connection with the events taking place in Ukraine, there is an urgent need to develop modern rehabilitation measures for the restoration of health and efficiency of persons with fire-fighting lesions of various degrees of gravity. The analysis of literary sources regarding military conflicts shows the prevalence of firearms of extremities 70%, shoulder bone damage 22.3%. Gunfire is a multicomponent stress that results in a disruption of the vital organs and body systems. Purpose: To analyze the dynamics of indicators of sociological and clinical and instrumental methods of research of patients with gunshot fractures of the proximal humerus division under the influence of a comprehensive program of physical rehabilitation. Methods of research: analysis of special scientific and methodical literature; sociological and clinical and instrumental research methods. Results. The features of the functional and psycho-neurological state of the military, which determine the orientation of the rehabilitation process and its components, are determined by kinesiotherapy, PNF therapy, motor training, Thera-band advanced therapy exercises, physiotherapy, vibrotherapy and mechanotherapy, aimed at improving the functional state of patients. After application of the proposed program of physical rehabilitation, reliable positive changes of the studied indicators were revealed. Conclusions. Experimental testing of the developed program of physical rehabilitation has shown its effectiveness, which manifests itself in improving the functional and psycho-neurological status of servicemen.

This article contains the historiographic analysis of legislative acts of the Russian Empire on the problems of child homelessness and neglect since the second half of the eighteenth till the beginning of the nineteenth century. Scientific research in this sphere helps to enrich the knowledge about the development of public charity institutions during this period, to identify the potential source of legislative acts , to complete the picture of the national history of philanthropy. It is the advent to power of Catherine II that initiated largescale reforms of the charity sphere, which demonstrate the legislative sources clearly. The analysis of the given complex of sources illustrates the approaches of public policy in the sphere of custody of homeless and neglected children. The dynamics of state support for child welfare institutions, a gradual transition of the initiatives of financial support from the state to individual philanthropists were shown. It was the philanthropy that opposed the growth of homelessness, increased the educational and cultural level of the local population. In the mentioned period of the Russian Empire there were laid the foundations of rather balanced and efficient system of public charity that was controlled by the Emperor, the Ministry of Internal Affairs and reflected their policy at the local level. The authors noted that the legislation as for homeless and neglected children has begun to form since the second half of the eighteenth century, the defining principles of policy in the sphere of the destitute were laid. The following analysis of the legislative body of material acts not only as a valuable historical source in the sphere of custody, but also as an interesting example of statist policy, a lesson in the meaning of avoidance of replication of previous mistakes. ; У статті розглянуто законодавчу діяльність Російської імперії щодо дитячої безпритульності та бездоглядності у другій половині ХVІІІ–на початку ХІХ ст. щодо Зазначено, що система інституцій опіки над дітьми в Російській імперії формувалася поступово та була сегментарною, не маючи єдиного відомчого підпорядкування. Лише з другої половини ХVІІІ ст. законодавство про дітей, які залишилися без піклування батьків, почало системно складатися, були закладені визначальні принципи політики щодо нужденних, що діяли до 1918 р.

Research of the issues of counteracting extremist crimes has recently become one of the most urgent tasks for both Russian and foreign criminologists. Russia is a multinational and multi-confessional state. This fact gives special importance to fighting extremist crimes, which is impossible without the analysis of the causal complex of murders motivated by political, ideological, racial, national or religious hatred of enmity, as well as hatred or enmity towards a particular social group. The motive is a crucial element for understanding specific characteristics of an extremism act. An ideologically-motivated murder is caused by intolerant or hateful attitude of the perpetrator towards the victim resulting from the disagreement with his views, convictions, principles. A politically-motivated murder is caused by intolerance or hatred of the perpetrator towards the victim as a representative of alternative political views regarding the existing social order, a country's economic structure, the political activity of public organizations, parties, movements. There are different levels of manifestations of extremist actions that differ in character and degree of public danger. The paper is devoted to researching specific traits and development trends for the factors that influence the contemporary condition and structure of extremism-motivated murders; the authors use them as a basis for the system of causes and conditions of such crimes. The paper analyses economic, political, legal, informational factors that define complex determinants of such crimes at the general social level. The authors suggest recognizing globalization and population migration (including illegal migration) that followed it as one of the determinants. They conclude that at the social and psychological level extremism-motivated murders are determined by the activities of organized small social groups. © 2016, Baikal National University of Economics and Law. The paper discusses the results of a research on physicochemical and biochemical properties of the Keplerate-type molybdenum-based nanocluster polyoxometalates (POMs), which show promise in the field of biomedicine as a means of targeted drug delivery, including the transport to immune privileged organs. POMs can be considered as components of releasing systems, including the long-acting ones with feedback (for controlling the drug active component release rate). POMs are promising drugs for the treatment of anemia. Also, the paper deals with the results of studies of POM effect on living systems at the molecular and cellular levels, at that of individual organs, and on the organism as a whole. The mechanism and kinetics of POM destruction and possibilities of stabilization, the oscillatory phenomena manifestation, the formation of POM conjugates with bioactive substances which can be released during the destruction of POM, with polymer components, and with indicator fluorescent dyes, as well as forecasts for further research, are considered. © 2021, ITMO University.
