Aus der Einleitung: Diese Arbeit ist im GLOWA-Elbe-Projekt (GLObalerWandel des WAsserkreislaufs) angesiedelt. Untersuchungsgegenstand ist hierbei das gesamte Elbe-Einzugsgebiet, eine Region, in der sich die Wasserverfügbarkeit für mehrere Bereiche wie Land- und Forstwirtschaft oder Schiffsverkehr nahe der unteren Toleranzgrenze bewegt. Die Zielsetzung des Projekts ist daher die Entwicklung integrierter Strategien zur nachhaltigen Bewältigung von durch den globalen Wandel bedingten Wasserverfügbarkeitsproblemen und Wassernutzungskonflikten und den daraus resultierenden Umwelt- und sozio-ökonomischen Problemen im Elbe-Einzugsgebiet.
