This study has focused on the effective media, organizations, celebrities, politicians, and ordinary people that are interested in climate change across Twitter. A quantitative content analysis based on the cross-sectional analysis method was performed to assess (1,277,833) tweets from 21st Nov to 10th Dec 2016, which was close to the implementation of Paris Agreement on 4th Nov 2016. The study concluded that positive sentiments and attitudes were dominant compared to negatives, particularly toward media and scientific frames. However, neutral frames formed the biggest frame. This study recommends the unification of the efforts and the declaration of clear views and practical actions by all bodies such as scientists, celebrities, politicians, ordinary people, media, organizations including scientific institutions and centers to construct common knowledge, and evidence through variety ways so as to achieve the highest rate of raising awareness among people worldwide.
This study investigates the most important technological tools and techniques that have been introduced in some organizations in the Kurdistan Region of Iraq and compares those tools and techniques with that of the departments that still rely on a manual system. The research claims that technology, aside from its role in facilitating communication between employees and clients, is a potent force for fighting bureaucratic inefficiency and corruption and contributes to reassuring employees and clients. Theoretically, this research relies on an interdisciplinary approach which represents the connection between technology and human behavior, convenience, facilitation, and productivity within the administration communication systems. This research has adopted mixed-method approaches such as semi-structured interviews, participant observation, and surveys ( n = 422) as data collection tools, and it also analyzes data collected by thematic analysis as the main method of ethnographic study. The research finds that the communication tools can significantly contribute to administrative services and fight corruption, although such techniques have not been applied in Iraqi Kurdistan. The majority of the respondents recommended expanding technology tools in all organizations as there are no significant obstacles to introducing them even among the organizations that do not have requisite technology skills.
This study examines the ethical conflict of interest that exists in this sphere between journalists and politicians in an age of media entrepreneurship in Iraq, which theoretically would enable journalists to express their own voices and hold a greater stake in the media market. A qualitative method was adopted for this study using open, in-depth interviews with 36 participants. The study found that relative freedom, smartphone applications and social media helped innovative Iraqi journalists to become media entrepreneurs and own media enterprises themselves. These media enterprises are characterized by activities such as publishing material that is critical in tone and satirical in content and accompanied by short videos that are broadcast on social media. This is then easily accessible for media consumers using their smartphones. Media enterprises appear to offer journalists an opportunity for professional and financial independence, but their operation in the Iraqi media space tends to reflect the propagandistic function of traditional media outlets instead of fulfilling this emancipatory role. The findings also showed that there is a dark side to Iraqi digital media enterprise, which involves politicians exploiting journalists to troll and attack activists through anonymous digital media. This in turn harms the freedom of expression and suppresses critical views voice against the political establishment.
Abstract This study examines the roots of clientelism in Iraqi Kurdistan and the effort to fight it. The clientelism system exists when a kind of deal is struck between those in power and clients in society who agree to exchange benefits. The political issues in Kurdistan particularly, corruption and lack of social justice have historical roots as a result of the accumulation of problems that have not been resolved by the client system that is adopted by the two political parties in power, namely the Patriotic Union of Kurdistan (PUK) and the Democratic Party of Kurdistan (KDP). The two political parties have monopolised the public sector, the Peshmerga and Security forces, as well as the economy, they have succeeded in controlling the larger part of society through clientelism. In hence, they used public funds, jobs and posts to buy people's votes and loyalty. The opposition parties have been unable to exert pressure on the ruling parties who can buy the affiliation of people through the use of public finance. The opposition and independent media began to play a large role in highlighting the corruption and the client system.
The media in Iraqi Kurdistan have a different agenda when covering the political issues and therefore they use different frames in their coverage as the ownership of the Kurdish media is divided among the ruling parties, opposition and independent media. This research examines the level of freedom to access information about the public sector and the restrictions on journalists in obtaining information, particularly relating to the identified political issues, which will allow examination of government transparency. Alongside this, the research seeks to understand the use of values and frames in the news coverage according to the views of media professionals in five media organisations. In-depth interviews were used to collect data from media professionals particularly the Chief News Editor and Managing News Editors of the television channels and websites. The research found that is the lack of freedom to obtain information in the public sector and present the news or report it without reference to its source, all of which need to be considered by news-makers. This problem aggravates the lack of transparency on the part of the government to allow freedom to publish and broadcast. This research suggests two major points as a solution and challenges to the media in Kurdistan through two legal regulations. The first would be the establishing of a public service media in order to strike a balance between the opposition and ruling parties and to offer coverage of the political issues without the influence of political parties on their output. The second regulation would be difficult to achieve quickly because it is related to the level of corruption in the government and ruling parties that have monopolised the biggest companies in order to provide funds to the independent media for advertising.
Widespread communication tools such as Facebook and Twitter have become vital channels of public diplomacy. Today, policymakers must implement a successful Facebook diplomacy to enhance their nation's branding, lobbying, and culture exchange and to expand and build good relationships. This article evaluates how Facebook has been used as a tool of public diplomacy by both the U.S. Consulate General in Erbil and the Kurdistan Regional Government (KRG) Representation in Washington by performing a quantitative content analysis of their posts and the responses of their users. The results of the content analysis suggest that the United States more successfully utilizes Facebook as a public diplomacy tool to communicate than does the KRG. This article presents a theoretical argument that assumes that public diplomacy can be practiced by nonstate actors and states. The Kurds are considered and targeted by the U.S. public diplomacy program across Facebook, and this helps the Kurds develop their relationship with the United States as a supporter of potential Kurdish statehood. This research also strongly recommends that the KRG improves its Facebook webpage and highlights the values of internationally promoting the KRG as a brand.
The rising and acceleration of the Shia armed group in Iraq, Syria, Yemen, and Lebanon require a deep understanding of the root of the multi-dimensional conflicts in the Middle East. An appropriate and sufficient approach to the research about these militias will be from an internal conflict rather than an external conflict. The legitimization for the existence of the majority of these militias if not all of them is to fight and struggle against an entity which is the Sunni sect, in this case, that will assimilate them not integrate them peacefully.
The political environment of Iraq in the period from 2011-2014 experienced a great degree of turbulence. Many Sunni tribes in the Anbar, Ramadi and Salahadin regions organized a daily protest against the central government, accusing it of being sectarian. Gradually, these protests become more popular, and the Baghdad government became fearful that it would spread into the other regions of Iraq. In order to control the protests, the government used force, and many were killed. Simultaneously, in Syria, and especially during 2013-2014, the Islamic State in Iraq and Syria (ISIS) controlled more land and more people, and to take advantage of the Iraqi people's dissatisfaction with their government, ISIS crossed the border between Iraq and Syria in June 2014. Mosul as the second most heavily populated city was seized by ISIS and the Iraqi army could not fight back, which meant that the Iraqi army retreated from most of the Sunni areas. Even Baghdad, the capital of Iraq, and the city where the central government operates, was threatened. While the Iraqi army was unable to fight against ISIS, the Shia religious supreme leader Al-Sistani called for self-defence and to stand against ISIS. Sistani's call became a cornerstone for the creation of the so-called Popular Mobilization Forces (PMF) with the aim of the fighting against ISIS. In this article, we assess the PMF from different perspectives, for example, using the Weberian theory that the state is the only entity that has a monopoly on violence, considering Ariel Ahram's model of state-sponsored and government-sponsored militias, and finally the devolution of violence to these armed groups.

We maintain that these armed groups will be a destabilising factor for Iraq and its neighbours, and they will worsen and deepen the sectarian division in the Middle East. Abstract The economy of Kurdistan has been semi-independent for years, while the Baghdad government had decided to devote 17 per cent of the Iraqi budget towards it. Due to this oil revenue, the budget of Iraq as a whole increased rapidly, and this was reflected in the Iraqi Kurdistan budget. However, in April 2015, the Kurdistan Regional Government (KRG) started to make its economy independent from Baghdad through exporting their oil directly. This study examines the implications of an economic boom on the perceptions of government performance in relation to the provision of public services, the development of democracy and government performance in general. The research adopts a survey method (n=224) with responses from adults aged 18 and over. The research findings suggest that the economic boom reflected negatively on the perceptions of the majority of citizens regarding the government's performance. The responses indicate that this was because of the lack of public services rather than the development of democracy by the government. The small number of respondents who held a positive perception regarding the government was due to the belief that the government provided sound security rather than sound economic policy and public services with the development of democracy. The research examined the role of demographic and political background as a control variable, and the results showing that, in particular, age, gender, educational background and political affiliation were significant.

Making progress towards UHC is a policy priority for both countries and global institutions, as highlighted by the agenda of the UN Sustainable Development Goals (SDGs) and WHO's Thirteenth General Programme of Work (GPW13). Measuring effective coverage at the health-system level is important for understanding whether health services are aligned with countries' health profiles and are of sufficient quality to produce health gains for populations of all ages. Methods: Based on the Global Burden of Diseases, Injuries, and Risk Factors Study (GBD) 2019, we assessed UHC effective coverage for 204 countries and territories from 1990 to 2019. Drawing from a measurement framework developed through WHO's GPW13 consultation, we mapped 23 effective coverage indicators to a matrix representing health service types (eg, promotion, prevention, and treatment) and five population-age groups spanning from reproductive and newborn to older adults (≥65 years). Effective coverage indicators were based on intervention coverage or outcome-based measures such as mortality-to-incidence ratios to approximate access to quality care; outcome-based measures were transformed to values on a scale of 0–100 based on the 2·5th and 97·5th percentile of location-year values. We constructed the UHC effective coverage index by weighting each effective coverage indicator relative to its associated potential health gains, as measured by disability-adjusted life-years for each location-year and population-age group. For three tests of validity (content, known-groups, and convergent), UHC effective coverage index performance was generally better than that of other UHC service coverage indices from WHO (ie, the current metric for SDG indicator 3.8.1 on UHC service coverage), the World Bank, and GBD 2017. We quantified frontiers of UHC effective coverage performance on the basis of pooled health spending per capita, representing UHC effective coverage index levels achieved in 2019 relative to country-level government health spending, prepaid private expenditures, and development assistance for health. To assess current trajectories towards the GPW13 UHC billion target—1 billion more people benefiting from UHC by 2023—we estimated additional population equivalents with UHC effective coverage from 2018 to 2023. Findings: Globally, performance on the UHC effective coverage index improved from 45·8 (95% uncertainty interval 44·2–47·5) in 1990 to 60·3 (58·7–61·9) in 2019, yet country-level UHC effective coverage in 2019 still spanned from 95 or higher in Japan and Iceland to lower than 25 in Somalia and the Central African Republic. Since 2010, sub-Saharan Africa showed accelerated gains on the UHC effective coverage index (at an average increase of 2·6% [1·9–3·3] per year up to 2019); by contrast, most other GBD super-regions had slowed rates of progress in 2010–2019 relative to 1990–2010. Many countries showed lagging performance on effective coverage indicators for non-communicable diseases relative to those for communicable diseases and maternal and child health, despite non-communicable diseases accounting for a greater proportion of potential health gains in 2019, suggesting that many health systems are not keeping pace with the rising non-communicable disease burden and associated population health needs. In 2019, the UHC effective coverage index was associated with pooled health spending per capita (r=0·79), although countries across the development spectrum had much lower UHC effective coverage than is potentially achievable relative to their health spending. Under maximum efficiency of translating health spending into UHC effective coverage performance, countries would need to reach $1398 pooled health spending per capita (US$ adjusted for purchasing power parity) in order to achieve 80 on the UHC effective coverage index. From 2018 to 2023, an estimated 388·9 million (358·6–421·3) more population equivalents would have UHC effective coverage, falling well short of the GPW13 target of 1 billion more people benefiting from UHC during this time. Current projections point to an estimated 3·1 billion (3·0–3·2) population equivalents still lacking UHC effective coverage in 2023, with nearly a third (968·1 million [903·5–1040·3]) residing in south Asia. Interpretation: The present study demonstrates the utility of measuring effective coverage and its role in supporting improved health outcomes for all people—the ultimate goal of UHC and its achievement.
